Summary About the Position: This position is with G-3 USA OPERATIONS AND PLANS SUPPORT GROUP located in Arlington, VA. Responsibilities Make detailed analysis of leadership's intent and prepare a comprehensive plan to effectively implement Integrated Joint Special Technical Operations (IJSTO) policies. Maintain constant surveillance over program to ensure adherence to regulations, policies, and guidance. Translate broad concepts and objectives into projects and programs, with specific delineation of the roles of the various organizational elements. Develop materials and/or present Special Access Program (SAP) briefings for the senior officers and high-ranking civilians. Provide guidance to personnel to resolve IJSTO policy problems, monitor and coordinate the effort of organizational elements to insure timely accomplishment of the mission. Conduct research and develop effective solutions for leadership. Accomplish special tasks and requirements. Serve as IJSTO technical expert and advisor to the on matters relating to program/management analysis, and manpower/program resource allocation. Monitor, review, and evaluate staff inputs on, and coordinate and maintain charters, MOUs and support agreements between organizations. Prepare implementation instructions covering both internal operations and coordinative activities outside the Army IJSTO Office affecting overall mission. Coordinate outside the organization for the purpose of planning and organizing efforts, resolving problems which transcend various management disciplines, exchanging experiences, advising on professional matters and organizational effectiveness. Specialized Experience: One year of specialized experience which includes developing and briefing leadership on Top Secret/Sensitive Compartmented Information (TS/SCI), IJSTO and SAP actions/decisions; maintaining surveillance over programs to ensure adherence to regulations, policies, or guidance; making mission management decisions for resource planning and/or internal controls of various projects; assessing operational plans or requests against resource constraints, risks, and/or operational gain. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Oral Communication Problem Solving Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
