Department of Defense Education Activity Supervisory Program and Budget Analyst in Pentagon, Virginia

Summary About the Position: This position is located in the Office of the Deputy Assistant Secretary of Defense for Military Personnel Policy (ODASD (MPP), Office of Assistant Secretary of Defense for Manpower and Reserve Affairs (ASD (M&RA)), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Serve as the Director of the Office of Financial Readiness in ODASD (MPP). Responsibilities Oversee programs and services addressing the financial literacy and preparedness needs and challenges of service members and their families. Serve as or supervises the Contracting Officer's Representative (COR) for a multimillion-dollar worldwide program that provides support for military Service members; ensure contractors meet the commitment of their contracts. Develop contract and budget alternatives, define necessity for change, document mission accomplishments and ensure effective use of resources. Review completed official contract file to ensure all contractual requirements are satisfied. Investigate potential problem areas of programs and policies addressing the professional and personal financial education needs of service members to develop solutions or new program objectives. Nurture relationships with stakeholders who have vested interests in improving quality of life and/or the financial readiness of service members. Oversee the Department’s effort in carrying out the Military Lending Act (MLA) (10 U.S.C. § 987) and the regulation implementing the MLA (32 C.F.R. Part 232). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing and/or evaluating personnel programs to include those addressing financial literacy and preparedness, developing policy for financial education and counseling programs, developing contracts and/or budgets alternatives to ensure effective use of resources, reviewing contract terms and/or monitoring contractor performance, supervising employees and/or leading teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Influencing/Negotiating Manages and Organizes Information Managing Human Resources Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). A writing sample may be required by management within the interview process. Education Additional Information Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
