Job Overview:

The Senior Assurance Specialist will provide an overall Quality management support and assist PQM in Quality Assurance of supplied products and services; work directly with Suppliers and Subcontractors (Vendors) and Package Managers on Quality Assurance and Control activities of project procured items; direct responsible for conducting Vendor audits and follow up of finding resolution and closeout; and determine compliance of supplied products & services in line with Customer requirements from design to final delivery.

Key Tasks and Responsibilities:

  • Work with Engineering and SCM on determining of key package criticality levels and develop purchase order quality requirements

  • Support SCM team and conduct Quality assessments as part of the pre-purchase Request for Quotation (RFQ), Technical Bid Evaluations & Clarifications (TBE/TBC) and attend clarification meetings

  • Liaise with Engineering, PMT, SCM and Customer to ensure project requirements are integrated into the Engineering and Vendor Data documents for supplied products & services

  • Give key emphasis on auditing to ensure the state of preparedness at each Vendor prior to commencement of work and preferably prior to pre- inspection meeting

  • Plan & conduct audits on a routine basis to ensure the vendor remains consistent and vigilant in their efforts to supply compliant product & services

  • Initiate early review of QA/QC / welding documents & expedite early approval and accuracy of documentation prior to input into the document control system

  • Facilitate & assist with resolution of technical issues that arise at vendor’s site

  • Develop inspection program and liaise with inspectors/inspection agencies on conducting inspections as required

  • Monitoring manufacturing / fabrication operations and ensuring compliance to specifications

  • Coordinate the vendor/source inspection program interface to ensure is effective. Participate in the selection of inspector and his assignment, monitor the inspection activities, review inspection reports, and identify the need for inspection by PMT

  • Responsible to ensure the smooth flow of information and coordination between MDR QC personnel and any second and third parties

  • Identify special process requirements like welding, NDT, testing, preservation & cleanliness and ensure controls are in place during the manufacturing

  • Initiate Non-Conformance reports or identify issues/concerns, facilitate and support in implementation of correction and corrective actions as required

  • Conduct Pre-inspection Meetings and participate in other meetings, including at Vendor facility, if required, with the PMT to determine effectiveness of processes and compliance to project requirements

  • Continuously engage with the QC / NDT / Certification and Customer to ensure compliance and early identification and resolution of any Quality concerns

  • Where necessary liaise with the Independent Verification Body (IVB), Certifying Authority (CA) and Company on documents specified to seek verification, assessment and appraisal of their conformity and fitness to the codes and regulations

  • Responsible for reviewing quality records, MRB and issuance of IRN’s & agreed punch lists

  • Oversee progressive compilation of As Built Certification (MRB) and final delivery to Customer

  • Populating necessary project Quality registers and action trackers (CATR, NCR, Audits, RCA, etc.)

  • Plan and deliver necessary quality trainings & awareness sessions to the project team (NCR, MOC, LL etc.)

  • Ensure progressive compilation of Lesson Learned by the project team and input into LL database. Assess vendor performance and risks

  • Ensure timely reporting of quality concerns to the PQM

Essential Qualifications and Education:

  • Degree or Diploma in Mechanical Engineering (or similar preferred)

  • Minimum of 7-10 years of experience in Offshore & Subsea O&G Construction Industry

  • ISO 9001 Lead Auditor Certificate with audit execution experience

  • Knowledge of Welding, NDT & Coating processes (preferred AWS, CSWIP, NDT qualifications)

  • Experienced in SCM processes of vendor management & packaged equipment (e.g. Valves, Umbilicals, Linepipe, Manifolds, PLET/ILT’s, Spools and Jumper fabrication, etc.)

  • Good knowledge of common construction Codes and Standards (E.g. AWS D1.1, ASME & DNV-OS-F101, etc.)

  • Good knowledge of ISO standards (ISO9000, 9001, 29001)

  • Good communication skills & experience in working with multinational teams

  • Experience in Risk Management tools and conducting RCA’s

  • Good computer & presentation skills (e.g. MS Office)

  • Years of experience to be specific in Quality Assurance & Control of packaged materials & equipment from suppliers on offshore & subsea EPC/EPCIC projects
