POSITION SUMMARY

Administers and manages consultant work for all phases of construction projects on City-owned facilities. Incumbent manages the planning, cost estimating, budgeting, scoping, design, acquisition, construction, inspection, and direction of assigned projects for City-owned facilities. Projects often include multiple phases and can take over a year to complete. Projects include, but are not limited to, design and construction of new facilities, existing facility renovations, space planning, development of standard designs, and strategic initiatives including, but not limited to, vendor pool development and increased bid responses. Incumbent is responsible for quality assurance and adherence to all applicable local, state, and federal laws for all projects that require the discipline of architecture.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

WORK EXPERIENCE: The application must clearly show ten (10) years of full-time experience in architecture. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Architecture or a related field. Applicants must also have a minimum of five (5) years of professional licensure in Architecture. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

EQUIVALENCY: None permitted for this position. Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above.

POSITION DUTIES

  • Works with Senior Project, Project and Associate Project Managers, as well as vendors and/or contractors to coordinate work for planning, design, construction, construction management and inspection of complex multi-disciplined Capital projects in various areas, including, but not limited to, public safety, public works and community buildings.

  • Responsible for the quality assurance of all projects that impact the interior build environment and exterior construction including, but not limited to facade, treatments, fenestration, and building roofing. Signs-off on specifications, plans, designs, and standards in accordance with all applicable City of Pittsburgh, Commonwealth of Pennsylvania, and Federal laws.

  • Reviews and approves architectural designs and documents for public improvements; approves design and construction documents prepared by others, and ascertains compliance with local codes, policies and development objectives, including all applicable State and Federal regulations.

  • Provides lead direction in coordination with Senior Project, Project, and Associate Project Managers, as well as vendors and/or contractors, in the preparation of detailed design drawings and specifications of alterations, new areas, and miscellaneous projects.

  • Prepares, reviews, and analyzes building-specific master plans for land use, development, and constructability.

  • Researches technical, regulatory, and historical information pertaining to products and methods in building construction projects.

  • Coordinates Requests for Proposal (RFP's), project scope, and other bid documents for vendor services.

  • Reviews, critiques, negotiates, and recommends for approval price proposals from consultants, vendors, and contractors.

  • Reviews, negotiates, and recommends for approval supplements, change orders, and other contract modifications.

  • Provides training and/or technical assistance as requested or required.

  • Provides or supervises in-house schematic drawing capability on an as-needed basis. Provides communication to internal and external clients through oral, written, or illustrated media as appropriate.

  • Works with Senior Project, Project, and Associate Project Managers, as well as internal stakeholders to implement design programs, develop standard designs, details, calculations, cost estimates, and specifications for building construction and renovations.

  • Confers with City departments in developing project requirements, schematic drawings, and preliminary cost estimates on projects to be used in establishing guidelines and standards, in support of sound asset management and development of the City's Capital projects.

  • Prepares ordinances, resolutions, deed searches, and other administrative and regulatory functions, for the full implementation of the City's Capital projects.

  • Coordinates delivery to the City of all reports, shop drawings, and other project documents, prepared by assigned personnel and consultants; escalates problems and delays to City supervisor; recommends approval and/or disapproval of change orders and requisitions for payment.

  • Ensures work related to safety, engineering, and environmental disciplines is performed by professionals with the appropriate license and qualifications. Identifies problems in all phases of work as it relates to quality assurance within their discipline; communicates issues and concerns to City supervisor in a timely fashion.

  • Acts as a subject matter expert with regards to Architecture and construction in meetings with representatives of other governmental agencies, vendors, contractors, and the public.

  • Responds to litigation requests from the Department of Law, when applicable.

  • Assists in the preparation of grant applications, including writing project descriptions, preparing cost estimates, gathering applications, and other duties as required.

  • Ensures that RFP's, specifications, designs, contract provisions and other work as outlined under the Pennsylvania Landscape Architects' Registration Law, 63 P.S. §§ 901-913, is performed by licensed professionals in good standing with applicable state, federal, and trade organizations.

  • Reviews invoices and verifies work performed by consultants and contractors has been inspected by licensed professionals if applicable.

  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy, including union agreements, to ensure fair and standardized treatment of employees.

  • Performs activities and functions of related lower level personnel as assigned or required.

  • Performs such other related tasks and duties that are assigned or required.
