POSITION SUMMARY

The Strategic Partnerships Manager is a new addition to the Office of Business Diversity (OBD) team. This role will help fulfill the Mayor’s vision to make Pittsburgh a City in which everyone has an opportunity to thrive by supporting the development and implementation of proactive strategies for disadvantaged business inclusion both within the City’s procurement of goods and services and through strategic partnerships with our corporate, institutional, and non-profit partners.

This role will work closely with both internal leadership and colleagues, as well as external stakeholders and partners to focus on (1) development of policies and process for access to City of Pittsburgh business opportunities (2) coordination with technical assistance and business development support ecosystem (3) making our tech sector more inclusive and (4) building partnerships with our region’s corporations and institutions on the Mayor’s principles of being a “good neighbor.”

Typical areas of knowledge and technical expertise include: procurement; supplier diversity; business development; MWBE and disadvantaged business participation and compliance; entrepreneurship; diversity, equity, inclusion, access, justice, and belonging best practices; and public policy.

  • Staffs the Procurement Modernization Initiative to modernize our procurement policies, process, and systems to maximize diverse business participation; creates access to opportunities for local businesses, and removes barriers for businesses to scale and grow so that everyone has an opportunity to thrive; including, but not limited to, preparing meeting agendas and materials, sharing out decisions and actions following the meetings, sending meeting reminders, developing and reviewing policies, and collaborating with internal and external colleagues to advance the initiative.

  • Coordinates with technical assistance and business development support ecosystem to make connections between disadvantaged businesses that want to do business with the City and need additional technical assistance and capacity building; as well as partner trainings that support both interested and existing city contractors.

  • Staffs initiatives that work to make our tech and innovation sector more inclusive; including, but not limited to, preparing meeting agendas and materials, sharing out decisions and actions following the meetings, sending meeting reminders, developing, and reviewing policies, and collaborating with internal and external colleagues to advance the initiative.

  • Staffs initiatives that work to build partnerships with our region’s corporations and institutions on the Mayor’s principles of being a “good neighbor,” including but not limited to preparing meeting agendas and materials, sharing out decisions and actions following the meetings, sending meeting reminders, developing, and reviewing policies, and collaborating with internal and external colleagues to advance the initiative.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: Four (4) years of related work experience in either procurement; supplier diversity; business development; or MWBE and disadvantaged business participation and compliance. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: Bachelor’s degree from an accredited college or university in Public Administration, Public Policy, Business Administration, Business Management, Entrepreneurship, Compliance, MWBE Program Management, Contract Administration, or Procurement. Master’s degree from an accredited college or university in the same fields is a bonus. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES

  • Develops and implements goals, policies, and strategic plans to advance assigned initiatives.

  • Prepares meeting agendas and materials, takes meeting minutes, sends meeting reminders and tracks RSVPs, and drafts and sends approved correspondence.

  • Identifies problems and develops, proposes, and implements approved solutions.

  • Reviews, analyzes, and monitors assigned initiatives and work.

  • Maintains records, drafts memos, letters, and reports, including graphic presentations.

  • Researches best practices of municipal governance related to business development, MWBE, and disadvantaged business participation and compliance, supplier diversity, and contract administration.

  • Collaborates with other Mayor’s Office Staff, City Directors and Bureau Chiefs, authorities, boards, and commissions where appropriate with respect to related issues of assigned initiatives.

  • Collaborates with corporate, institutional, and non-profit partners where appropriate with respect to related issues of assigned initiatives.

  • Acts as a liaison between City Departments, Bureaus, and Authorities with respect to issues of assigned initiatives.

  • Recommends improvements in effectiveness and efficiency of work operations.

  • Prepares correspondence and communications.

  • Assists in production of documents and publications.

  • Provides policy support related to issues of assigned initiatives, including research and policy drafting to advance administration goals.

  • Monitors City Council legislative activity for relevant legislation.

  • Analyzes and evaluates the effect of complex and sensitive existing, newly enacted and proposed City legislation, regulations, laws, policies and/or memoranda of understanding for policy impact related to issues of assigned initiatives.

  • Represents the Office of the Mayor to internal and external stakeholders; attends events when needed.

  • Attends meetings, including but not limited to staff meetings, meetings for assigned initiatives, MWDBE Governmental Committee meetings, neighborhood meetings, advocacy group meetings, and convenings related to the issues of assigned initiatives.
