Job Description:
The Director of Program Excellence for the Intelligence Surveillance Reconnaissance (ISR) sector oversees the professionalization of the Program Management function for over 450 program and project managers within a $3B portfolio. Directly manages a small team of experienced professionals within EVM subject matter expertise, program planning and scheduling and PM & CAM training. Facilitates cross-functional expertise and support to Program Management teams in areas including EVM, scheduling, program Risk Management, and resource forecasting. Responsible for improving upon existing or establishing new processes and systems utilizing innovative and unique solutions, and drawing upon best practices based on expertise. Extensively analyzes problems to seek understanding of the root cause, opportunities for problem solving and innovation are often complex. Communicates across the organization to influence leadership to accept new practices, approaches, and concepts. Ensures major projects are integrated across company functional groups including finance, engineering, material, manufacturing, and quality. Ensures compliance with internal program procedures and project control system guidelines. Leads and/or participate in major program reviews.
Essential Functions:
Works directly with the Sector President to provide subject matter expertise on program reporting, data analysis, Estimate at Completion (EAC) validity and P&L positions
Provide coaching and subject matter expertise to Program Directors, Program Managers, Control Account Managers (CAM) and Project Leads
Responsible for implementation of EV best practices across multi-disciplined, cross functional teams
Responsible for the Program Planning/Scheduling Center of Excellence, includes program scheduling reporting function
Lead a cross sector program management counsel focused on program management standards and training requirements
Lead sector wide policy creation and procedural development for PM best practices including baseline implementation and program planning and control
Lead program teams through development and deployment of updated Program Management Reviews (PMR) and EAC best practices to create stability in program forecasting
Direct sector wide labor forecasting for 8.5K employees
Provide a knowledge and resource center for all levels of program/project management
Ensure common reporting of program performance and health metrics including EAC reporting; provide recommendations and resources for program performance improvement
Conduct risk trend analysis on specific at-risk programs providing recommendations and coordinating resources for program improvement
Provide analysis and recommendations to program leadership where performance data highlights negative trends
Ensure alignment of Program Excellence strategy, processes and tools across the sector
Leverage individual SME-level experience and skills in coordinating program specific support functions for execution of sector-wide programs.
Assist with sector wide proposal efforts
Qualifications: (refer to Career Framework)
Bachelor’s Degree and a minimum of 15 years of equivalent work experience in Program Management, Program Planning & Control, or Business Analysis in an EVM environment, OR Graduate Degree and a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
Strong experience in facilitating discussions with multiple stakeholders, cross functionally and through various seniority levels
Proven program management history of delivering on-time/budget, large-scale, complex programs within the Defense Industry
Proficient in Earned Value Management (EVM) practices, Project Planning/Coordination and Scheduling
Demonstrated leadership experience in driving procedural and cultural change across multiple functions, stakeholders, and direct reports
Ability to obtain and maintain a DoD Secret Security Clearance
Extensive experience with project planning tools and proven practical application
Ability to multi-task and perform effectively under pressure
Strong analytical and problem-solving capabilities
Exceptional oral and written communication skills to create and deliver clear presentation content
Knowledge of engineering processes, principles, and practices to include risk management concepts and risk analysis
Preferred Additional Skills:
Prior experience as a Program Manager in engineering/development, operations/manufacturing, and operations and sustainment environment. Military contractor/Defense industry background is preferred
Knowledge of EVMS Guidelines (EIA 748-D), Integrated Product and Process Development (IPPD), and Integrated Program Management Data Analysis Report (IPMDAR) strongly desired
Desired experience in business analytics and familiarity with IT applications to support Program Management
Ability to obtain and maintain a Top Secret/SCI Clearance
