Summary DCSA's Field Operations (FO) is looking for a Program Analyst who will serve as an analyst and evaluator to provide input to the Field Director with objectively based information for making informed decisions on the administrative and programmatic aspects of Field Headquarters operations and management. Responsibilities As a PROGRAM ANALYST you will be responsible for the following duties: Establish goals and objectives, determines guidelines and priorities, plans and resolves funding and staffing problems and directs, controls and evaluates the operations of the elements aligned under the Field Operations Directorate. Develops goals and objectives that integrate planning & integration objectives. Identify or when informed of HQ and Regional Field Operations issues to be rectified, conduct exhaustive research and be prepared to articulate verbally and orally a clear and concise summary of these identified issues. Additionally, take the initiative to develop solutions and take appropriate action to solve issues identified. Responsible for supervising, managing, planning and directing a variety of enabling services that directly contribute to the successful achievement of the Field Operations' mission within the region. Provides authoritative advice and consultation to all levels of management on matters relating to missions, functions and requirements of the organizational segment under the incumbent's supervision. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Ability to develop short and long-range plans to address strategic guidance or projected changes in policy or functions. Demonstrated experience tracking and assessing progress toward meeting program goals and objectives. Recommending and/or establishing procedures, preparing instructions and directives, and initiating necessary action to effectively implement and attain program objectives. Providing sound administrative management and support services techniques and practices to promote greater efficiency, effectiveness and economy, or to resolve problems. Assesses resources and funds expenditures, contract preparation and annual budget forecasts, authorize training and travel expenditures, and identifies where results do not justify costs. Specifically you will be evaluated on the following competencies: 1.
