Summary The primary purpose of this position is to serve as the United States Air Forces Europe-Air Forces Africa's (USAFE-AFAFRICA) single point of entry for all Financial Management (FM) deliberate planning issues coming from HQ USAF, MAJCOMs and wing comptrollers. Manages USAFE-AFAFRICA (U-A) deliberate plans and programs to include all aspects of the Air Expeditionary Force (AEF). Responsibilities Serves as the MAJCOM level comptroller Functional Area Manager (FAM)/War Planner for Financial Management. Responsible for deliberate planning policy development, implementation, maintenance and execution of all related contingency war planning and emergency planning. Develops Comptroller guidance and operating procedures for crisis action and deployment operations. Performs Headquarters Deployment/Readiness management duties. Represents the Director of Financial Management and Comptroller as directed on various HQ USAFEAFAFRICA Staff working groups/committees in the performance of various wartime and contingency plans activities. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other Joint Staff, U-A functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes to assigned programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0501 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes skilled in the application of a wide range of qualitative and/or quantitative methods for the assessment and improved development of planning, to enhance the quality and effectiveness of complex readiness and mobilization programs. Knowledge and experience with the joint operations planning process. Must be familiar with the entire OPLAN development cycle such as the initiation phase, concept development phase, plan development phase, plan review phase, and supporting plans phase. Must have demonstrated the ability to conduct and fully participate in planning, organizing, directing, and coordinating activities leading to the development of the OPLAN TPFDD and supporting plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the deliberate and crisis action planning execution processes, operational principles and practices, the joint operations planning process, and the phases of the OPLAN development cycle, for the assessment and development of command-level plans and programs for conducting major operations such as deployments, mobilization , exercises, special operations or similar operations for the preparation of a range of war requirements plans for assigned USAFE FM programs, systems, personnel and components. 2. Expert knowledge and understanding of SAF and Command Comptroller financial management and comptroller organizational systems and techniques, military command structure, missions and programs, advanced readiness and deployment principles and practices, and a comprehensive knowledge of planning, developing directives and policies, guidelines and process leading to the development of the OPLAN TPFDD and supporting plans. 3. Ability to design and conduct special and recurring comprehensive management studies, and to organize, analyze, interpret and evaluate financial management data in solution of wartime and peacetime operations problems, formulate solutions, alternatives, and the evaluate and project results based on alternatives selected to ensure accomplishment of program objectives. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources by interpreting pertinent regulations, procedures, policies, law and fiscal law, and other guides related to financial management. 5. Skilled in the application of a wide range of qualitative and/or quantitative methods to plan, organize, and lead organizational studies or projects for the assessment and improved development of deployment planning, to enhance the quality and effectiveness of complex readiness and mobilization programs. 6. Skills in effective communication, both oral and written or by utilizing a computer to manipulate data or generate spreadsheets to depict information needed to be captured and conveyed, to gain cooperation from others through tact, courtesy and diplomacy to present, explain, or negotiate complex issues with all levels of personnel up to the General officer level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
