Fors Marsh Resilience Portfolio Management Lead in Remote, District Of Columbia

WHO WE ARE LOOKING FOR: 

We are seeking a Resilience Portfolio Management Lead with 7+ years of experience supporting business architecture, program and portfolio management, program performance measurement and reporting, organizational strategy and development, governance, and enterprise communications initiatives. The ideal candidate will have a strong background in Project Management Institute (PMI) best practices, with a history of aligning objectives and initiatives across various programs and work areas in a large federal organization.

Responsibilities include:

  • Lead the data gathering, consensus building, and design of a new business architecture to define how a newly reorganized directorate and portfolio of programs is structured to meet its strategic objectives.

  • Lead the design, development, and implementation of GPRA measures and metrics for multiple programs that roll up to the portfolio level.

  • Lead an array of business analysis initiatives to collect, analyze, and visualize trends and key performance indicators to drive organizational decision-making, including workload analyses, staffing and recruiting needs, resource allocations, performance metrics, and program plans and schedules.

  • Lead the development and implementation of multi-year plans and annual operational guidance documents.

  • Analyze, refine/design, and implement governance roles, processes, and venues to support cross-organizational decision-making and strategic alignment.

  • Facilitate executive-level decision meetings and advise on organizational communications to improve the function of the organization.

Basic Qualifications:

  • B.S. Business Administration, Management, Public Policy, or a related field.

  • Minimum of 7 years of experience in program and project management.

  • Strong understanding of program governance, strategic planning, and program performance measurement.

  • Excellent communication, facilitation, and presentation skills.

  • Ability to manage multiple priorities and work effectively in a fast-paced environment.

  • Ability to manage federal contract financials and delivery teams of 5 or more.

  • Must be a U.S. Citizen and consent to a full background check due to our federal contract requirements.

  • Applicants may be subject to a low-level government security investigation and must meet eligibility criteria for access to sensitive information.

Preferred Qualifications:

  • Project Management (PMP) Certification.

  • Certified Change Management Professional (CCMP).

  • Experience providing program and project management, communications, and/or strategic planning support to FEMA's suite of programs within the National Flood Insurance Program (NFIP) and the Risk Management Directorate (RMD)/Risk Analysis, Planning, and Information Directorate (RAPID).

Salary: $99,000 - $131,000
