Amentum Operations Programs Manager in Richland, Washington

Reporting to the Operations Programs and Compliance Manager, the Operations Programs Manager provides management-level direction for the development, maintenance, and interpretation of the Conduct of Operations (RACO) and Plant Management (RAOP) requirements areas. The Plant Management (RAOP) requirements area includes Lockout Tagout for DFLAW, Safety Basis, Environmental Implementation, Occurrence Reporting, Human Performance, and Field Subcontract Coordination. The Operations Programs Manager performs complex assignments within approved schedules and budgets. This position is expected to utilize independent decision-making regarding resolution of problems. This position may coordinate technical and administrative activities with employees in other disciplines and other departments participating on an assigned project, and with regulatory agencies and the DOE customer as required.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • Complete required training and maintain qualifications associated with assignments

  • Manage the development, interpretation, and maintenance of the Conduct of Operations (RACO) and Plant Management (RAOP) requirements area documentation.

  • Ensures standards/requirements set by the RACO and RAOP programs and procedures are upheld in the planning and performance of facility activities

  • Perform assessments addressing implementation of assigned programs and requirement areas

  • Support operations, maintenance, and commissioning of the Waste Treatment Plant (WTP) Facilities

  • Support development of facility related training materials and support training implementation

  • Direct activities and utilization of project resources (personnel & materials)

  • Supervise assigned personnel in the completion of complex work

  • Identify deficiencies and initiate corrective actions

  • Ensures Facility Management condition reports and recommendations are managed and completed per project procedures

  • Ensures timely and accurate oral and written technical reports on assigned activities

  • Ensure all operating activities are performed safely and within the limits of applicable permits and licenses, the documented safety analysis, and applicable technical safety requirements to include releases of radioactive, hazardous, or mixed wastes

  • Conduct concise, informative briefings which establish goals and priorities

  • Communicate with other support organizations to ensure operating activities are started and completed as scheduled

  • Make timely, informative notifications when required by facility events and procedures

  • Perform activities and meet the goals and objectives established by the facility management organization

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

Education: High School Diploma or GED. Associate degree in engineering or science or equivalent education desired. Associate degree in related field may be substituted for two years of experience. Bachelor’s Degree in related field may be substituted for four years of experience.

Experience: 12 years of experience in/or a combination of startup/operations/maintenance implementation for nuclear or high hazard facilities.

Demonstrated knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards (e.g., INPO, NRC, NFPA).

Technical program management experience, particularly of environmental permitted or highly regulated facilities, is preferred.

Previous vitrification facility, U.S. Naval Nuclear Power, or Facility Management (nuclear facilities) experience is preferred.

SUPERVISORY RESPONSIBILITIES

  • May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them

  • Ensures RACO and RAOP programs are being implemented and compliance is maintained

  • Perform periodic tours of the facility to observe activities and ensure they are being performed safely and in accordance with approved procedures

  • Ensure assigned staff are trained and qualified for their jobs and are physically fit to perform the work

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site .

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $128,402.60 - $206,078.53 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
