We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.
Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.
Job Summary
The successful candidate will join the Strategic Operations Planning team within the System Operations Center and help achieve Dominion's strategic plan by analyzing the transmission system over the upcoming 1 to 5 year timeframe. This role is the top progression level in the Engineering Technical Specialist series. Distinguished from the Engineering Technical Specialist II by the increased complexity in the application of technical and engineering skills and knowledge.
Perform difficult and complex work requiring strong technical skills and significant knowledge and experience within the functional area or specific engineering discipline.
Provide expert technical support, direction and advice in analyzing and evaluating systems, equipment and programs.
Verify study results and contingency issues with PJM and/or ET Planning when needed, and effectively communicate concerns and mitigation plans to impacted stakeholders.
Sequence and coordinate long-term (planned) Electric Transmission (ET) equipment outages by undertaking a thorough review of requested outages to understand scope-of-work, clearances requested, switching required, and potential impact to the grid.
Coordinate and work with PJM personnel to coordinate, identify, explain and mitigate concerns with outage plans
Lead in the development of new engineering tools to help the operational planning teams achieve their goals.
Plan and conduct work requiring judgment in the independent evaluation, selection, adaptation and modification of standard techniques, procedures and criteria.
Devise new approaches to problems encountered and develop engineering criteria ensuring compliance with design criteria and standards.
Focus on the practical application of engineering theories; determine how to make the designs and plans of engineers' work.
Apply scientific and engineering principles and methods, along with technical skills, to support engineering activities.
May perform product improvement, testing, field engineering, development, manufacturing, construction, systems development, quality control, and operational engineering.
May provide technical project management including scoping, scheduling, budget development, cost tracking and oversight of complex projects to meet cost and time objectives.

Required Knowledge, Skills, Abilities & Experience
5-6+ years of relevant experience and demonstrated competencies in applicable discipline.
In-depth knowledge of engineering principals, theories and practices.
Ability to apply knowledge, techniques, skills and modern tools of mathematics, science, engineering, and technology to solve broadly defined engineering problems appropriate to the discipline.
Ability to design systems, components, or processes meeting specified needs for broadly defined engineering problems appropriate to the discipline.
Strong oral, written and graphical communication skills including technical writing; ability to identify and use appropriate technical literature.
Ability to conduct standard tests, measurements and experiments.
Ability to analyze and interpret the results to improve processes.
Ability to function effectively independently and as a member on a technical team.
Excellent organization and project management skills.
Excellent personal computer skills including knowledge of applicable software programs.
Education Requirements
In order to be a titled Engineering Technical Specialist, you must meet one of the following criteria:
4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or
4-year degree in Physics, Math, Chemistry, Computer Engineering or other technical related discipline; or
4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or
Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree
