Position: Electrical Commissioning Supervisor

Type: Contract, 12+ months

Pay: Based on experience

Location: Sabine Pass, Texas, USA

Client Overview:

A Joint Venture operation consisting of a global engineering corporation that is headquartered out of Japan along with a premier large scale Construction company and a world-renowned global Engineering Procurement and Construction company.

Position Summary:

The Electrical Commissioning Supervisor is responsible to achieve Energization of Substation and to perform field Electrical Equipment pre-commissioning / Commissioning per project schedule.

And also, The Electrical Commissioning Supervisor is responsible to attend any walk down in responsible areas, raise construction punch items and close out commissioning punch items under Company verification.

Key Responsibilities:

  • Grasp the overall work scope and work volume in responsible work area

  • Establish detail work step and work schedule to complete all work scope and work volume in sequence per schedule

  • Take full responsibilities of electrical room(s), electrical equipment and area(s), which were appointed by Electrical Superintendent

  • Understand the site turn over system and prioritize the important task tied with sub-system in the daily work.

  • Monitor the construction activities daily basis to be done under own responsible area.

  • Perform per-commissioning and commissioning work for all scope other than Test Company with operating any electrical commissioning tools.

  • Provide flag and raise concerns if any front-end / upstream work to be performed by Construction and/or other Discipline(s) is delayed and may impact to his own work and schedule

  • Raise and facilitate the engineering team to overcome the engineering issue(s) faced during own commissioning activities and follow them up until the close out.

  • Be flexible and capable to adjust / re-establish the pre-established work plan and schedule

  • Provide clear instruction to Test Company(3rd Party) and/or Vendor Supervisor to complete all required pre-energization test per schedule

  • Figure out operation manuals of electrical equipment and develop these manual into the actual commissioning activity

  • Review all work and report provided by Test Company and/or Vendor/Subcontract Supervisor, and re-direct when required.

  • Be responsible and capable to establish and provide Permit-To-Work (PTW) for his own work in accordance with site rule timely manner

  • Be responsible and capable to establish and provide clear Safety and LOTO plan for Energization

  • Be responsible and capable to establish and provide Notice-Of-Energization (NOE) for Energization

  • Perform and/or delegate other competent person to perform switching work for Energization

  • Attend the construction completion walk down in responsible areas to verify if construction works would be surely completed without problem, e.g. incorrect work, damage, lost, etc. and raise punch items which are evaluated as construction punch items to be settled prior to being handed over.

  • Close out commissioning punch items and obtain Company acceptance verification.

  • Take a leading role in the development of SIMOPS plans through a series of workshops and coordination meetings through to the safe execution of same.

  • Organize, attend and coordinate the tool box meeting at site in a large and complicated mechanical package when a lot of parties such as mechanical, instrument, and piping are involved.

  • Identify specialized cleaning requirements as well as any specialized tools or equipment requirements.

  • Interface with HSE group during EPC and provide input into the overall project safety plan to ensure the safety of the facility and its personnel.

  • Interface with the construction group and owner, as required to facilitate system turnover and plant acceptance.

  • Coordinate feedback to incorporate lessons learned.

Technical Responsibilities:

  • Commissioning activities with electrical distribution within the facility.

  • Electrical pre-commissioning and commissioning works in industrial plant (LNG, oil & gas and chemical).

  • Capability to perform following, but not limited to, pre-commissioning and commissioning to electrical facilities;

  • Electric Motor with Local Control Station

  • Electric Heater with Control Panel provide by Vendor

  • Medium Voltage Switchgear and MCC, Low Voltage Switchgear and MCC including protection relay

  • Electrical Management Cotrol System (ECMS) system

  • Oil type and Dry type Transformer

  • UPS and DC Charger

  • Battery

  • Vendor packaged panels

  • Miscellaneous electrical panels (small power panel, lighting panel, etc)

  • Other electrical equipment

  • Capability to perform electrical pre-commissioning and commissioning with understanding electrical one line diagram, connection diagram, schematic diagram and vendor instruction manuals

  • Capability to provide detail guidance and oversight in the verification of work sequence and integrity for facilities, systems completion, and completions management.

  • Familiar with project management practices including budgeting, forecasting, and change management.

  • Familiar with all aspects of completions management systems and facility systemization (SIMOPS).

Qualifications / Certifications

Mandatory:

  • 10 years in Electrical Commissioning and startup of major facilities (LNG, oil & gas and chemical)

  • 3 to 5 years direct supervisory or managerial experience on site-based commissioning projects.

  • Competent communication skills and previous experience of working in multi-cultural environments and projects.

  • Able to engage in effective sealings with client and owner and any JV partners, as required

Preferred:

Engineering degree qualification desirable, but not essential
