Job Description:

The Subcontracts and Repair Manager works with Program Management, Contracts, Legal, Finance, Engineering, Quality, and Operations to identify requirements, select subcontractors, negotiate, and manage subcontracts in support of Government Prime Contracts in accordance with the company and FAR/DFAR procurement policies and procedures. They also coordinate and report all activities between CSW and the subcontractors.

The Subcontracts and Repair Manager will work with all of the various business disciplines within CSW to assemble all requirements documentation in support of major proposals, bids, and contract modifications ensuring all appropriate flow-downs and requirements are met.

Essential Functions:

  • Analyze contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedures.

  • Plan the overall acquisition strategy: generating/implementing source selection competition plans, coordinating Requests for Information (RFI) in support of developing additional source lists, writing clear and concise Statements of Work (SOW) and identifying and managing baseline changes.

  • Support the fact-finding of subcontract proposals and actively participate in negotiations of those proposals.

  • Possess the ability to negotiate win-win solutions.

  • Places repair purchase orders in support of Complex Procurement commodity assignments.

  • Good interpersonal skills with the ability to effectively communicate (verbally and in writing) to all levels of management.

  • Skilled at presenting sourcing strategies and sourcing recommendations to executive leadership levels.

  • Work effectively in a team setting with supporting organizations.

  • Effectively balance program plans, risks, and opportunities with executable strategies to meet requirements on budget.

  • Routinely lead technical and management reviews (MRR, PDR, CDR, TRR, TIMs, etc.) and programmatic/business reviews (PMRs, Status Tracking and Action Item Teleconferences, Cost and Schedule assessments, etc.)

  • Identify risks and develop risk mitigation strategies and/or corrective action plans.

  • Knowledgeable in FAR/DFAR/ITAR requirements and the ability to communicate issues, impacts, and corrective action plans to the team.

  • Comprehend complex program and interdependencies and be able to provide clear consistent priorities to his/her subcontractors.

  • Manage several subcontractors at any one time with the ability to multi-task and communicate on a daily basis for status reporting.

  • The highest level of ethics and integrity are a must.

  • Travel will be required throughout the United States and occasionally internationally;

    Basic Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

  • Due to the nature of our work, qualified candidates must be able to obtain and maintain a DoD security clearance.

  • A valid U.S. passport will be required.

    Preferred Qualifications:

  • MBA a plus
