Description of Work

Position is based in the Clinton Resident Engineer’s office and services as Lead project inspector responsible for supporting engineers in the daily contract administration of construction projects including urban widening, new alignment roadway, resurfacing/pavement preservation, bridge construction, utility construction, signal construction, girder and cored slab bridge replacement. This position will be responsible for monitoring project work and material to ensure conformance to specifications and contractual provisions. Supervises and trains lower-level technicians, including Department employees as well as Construction Engineering and Inspection (CEI) staff, ensuring adequate inspection personnel are assigned for active projects. Performs and/or reviews project documentation including the work performed by other technicians to ensure that all material sampling and testing, project documentation, and project estimates are done correctly. Resolve daily constructability issues and ensure that traffic control and contractor’s operations are performed in accordance with the plans and standard drawings. Monitors contractor progress to ensure timely completion of the projects. Monitors contractor compliance with subcontractors and DBE and Title VI Compliance. Communicates and coordinates work with contractors, subcontractors, utility owners, and property owners. Work will involve a wide range of decision making and the use of judgement. This position is subject to work at nights and weekends as needed in the performance of duties. Safety toe shoes are required.

  • Knowledge of contract administration to ensure projects are constructed in accordance with the department’s specifications, standard drawings and policies.

  • Experience supervising the work of others, to include supervision of Construction Engineering inspection personnel, to meet department goals.

  • Demonstrated ability to read, interpret and explain construction plans, contract provisions, specifications and inspection procedures, and related documents/communications.

  • Knowledge and skill in communicating effectively, both orally and written, with both internal and external entities.

  • Experience in the management of multiple projects.

Additional Expectations:

Considerable knowledge of mathematical functions including algebra, geometry, and trigonometry. Intermediate skills in the use of computers and calculators. Ability to understand and explain roadway plan preparation, provisions and specifications, take field information and investigation data and prepare, modify or refine roadway designs. Considerable knowledge of the principles and practices of Civil Engineering and related construction methods, materials and equipment. Ability to train other employees, plan, coordinate and supervise their work. Effectively communicate both orally and written with both internal and external customers. The ability to analyze, evaluate and check field and plan data is critical. Knowledge to train other employees, plan, coordinate and supervise their work. Considerable knowledge of mathematical functions including algebra, geometry, and trigonometry. This position will also be required at times to perform inspection/testing of roadway, bridge, and resurfacing projects.

Minimum Education and Experience Requirements

Associate degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
