ManTech CNO Product Line Manager in San Antonio, Texas

Currently, ManTech is seeking a motivated, career and customer-oriented CNO Product Line Manager to join our team in San Antonio, TX, in support of the Air Force’s Unified Platform (UP) program. This is a hybrid work position.

Responsibilities include but are not limited to:

  • Provides technical advisement and execution support to UP’s Product Line Managers for oversight, planning, and execution of CNO development activities.

  • Management support activities may include solutions analysis, market research, tracking user feedback, and measuring product success to meet USCYBERCOM operational requirements.

  • Continuously mature and execute plans and processes to decompose operational and capability requirements into UP program office prioritized work (e.g., initiatives, epics, stories) and product line horizons.

  • Develop, implement, execute, maintain, and continuously improve detailed near-term (3-6 month) capability roadmaps to align with evolving USCYBERCOM mission requirements and UP program office priorities.

  • Develop, implement, execute, maintain, and continuously improve long-term (6-18 month) value stream and product line roadmaps to align with evolving USCYBERCOM mission requirements and UP program office priorities.

  • Document and mitigate internal/external system and cross-system DevSecOps dependencies found in requirements generation, planning, and execution phases of Scaled Agile Framework implementation.

  • Design and document system engineering practices and processes to enable UP development and delivery of operational capabilities.

  • Provide SME decision support to Product Line Managers.

Required Qualifications:

  • A minimum of 10 years of experience in a technical environment.

  • Bachelor’s degree or equivalent.

  • Experience managing one or more programs.

  • Experience supervising technical personnel.

  • Experience with Scaled Agile and DevSecOps methodologies.

  • Experience with technical requirements analysis, dependency resolution, risk management, task tracking, and schedule management.

  • Experience interfacing with customer leadership, user community members, and teams of software developers.

Desired Qualifications:

  • Experience working within a Department of Defense organization.

  • Experience with a Cyber component of the Joint Cyber Warfighting Architecture (JCWA).

  • Experience with Big Data Platforms.

  • Experience with Continuous Integration and Continuous Delivery (CI/CD) pipeline implementations.

  • Experience with Authorization to Operate (ATO) and Certificate to Field (CtF) processes.

  • Experience with Team Topologies concepts, team organization, and interaction modes.

  • Experience with Jira, Confluence, and GitLab.

  • Experience with conflict resolution and team building.

  • Ability to professionally communicate verbally and in writing to present technical details to audiences of varying technical depth.

  • Certification in program/project management.

  • Certification in cloud (AWS, Azure, GCP) security, administration, architecture.

  • Certification in Agile execution.

Clearance Requirements:

  • U.S. citizenship

  • TS/SCI clearance

Physical Requirements:

  • The person in this position must be able to remain in a stationary position 50% of the time.

  • Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.

The projected compensation range for this position is $126,100-$178,500. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
