General Atomics and Affiliated Companies Senior Proposal Manager in San Diego, California

This position is responsible for directing all activities related to the development, planning and scheduling of proposals for company products and/or services. Directs the writing, editing, final production, and delivery of the proposal. Translates business priorities into implementable actions to achieve strategic goals. Develops and implements policies and procedures to ensure business objectives are met. Ensures the development of short and long-term objectives and recommends goals to senior management. Leads the implementation of new/revised objectives and maintains liaisons with other department managers. Typically accomplishes objectives through subordinate management and/or professional staff. May be responsible for decisions that have a serious impact on the department or on the company.

Duties and Responsibilities

  • Direct all activities related to the development, planning and scheduling of proposals.

  • Serve as the primary interface for proposals with internal and external contacts including senior management, business development, engineering, production, finance and contracts.

  • Compile cost, schedule and technical elements for the development of proposals in accordance with RFP specifications.

  • Direct the research and analysis of historical data and insure proposals meet RFP requirements.

  • Develop modifications to proposal policies and procedures as needed.

  • Recommend strategy and guidance for all proposal activity. Lead solution, theme and development meetings.

  • Review and approve proposals to determine proposal compliance with customer requirements and overall feasibility.

  • Direct and manage budget activities for all proposal efforts. Prepare and manage annual Bid & Proposal budget.

  • Assign tasks, review work and provide direction to staff while ensuring business objectives are met within established timelines.

  • Lead efforts to develop and improve operations through efficient and effective integrated processes, implementing common management processes/services to use organizational resources efficiently and effectively. Manage the development of mechanisms for monitoring progress and for problem solving.

  • Direct the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required professional and technical talent.

  • Maintain the strict confidentiality of sensitive information.

  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

  • Additional Functions Other duties as assigned or required.

Job Qualifications:

  • Typically requires a bachelor's degree in business administration or a related discipline and thirteen or more years of professional experience in proposal development with at least seven of those years in management. May substitute equivalent experience in lieu of education.

  • Must demonstrate extensive and detailed knowledge in the development, coordination and application of proposal principles, concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and in-depth knowledge of defense industry processes and practices.

  • Must be customer focused and possess:

  • The ability to exercise a high degree of independent judgment in resolving highly complex management and technical problems.

  • The ability to serve as spokesperson on various projects.

  • Excellent communication, leadership, presentation, and interpersonal skills to enable an effective interface with others.

  • Knowledge of computer applications and operations pertinent to the field.

  • Strong leadership, communications, presentation, and interpersonal skills are also required as well as the ability to interpret and explain unusually complex operational issues.

  • Must be able to work on a self-initiated basis and lead in a team environment, and able to work extended hours and travel as required.
