The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. 

Under the direction of the Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG) Chief Executive Officer (CEO), this position provides direct administrative support, assists in the design and implementation of management policy, and performs a variety of special analytical and administrative projects.  

ESSENTIAL DUTIES:

ZSFG True North – Strategy deployment including executive committee, strategic goal and direction setting for annual planning. 

  • Assists in the development and implementation of strategic planning, policy and procedures for hospital leadership and governing body.

  • Assists in the development and preparation of internal and external communications for the ZSFG CEO.

  • Facilitates and coordinates projects that require participation and input from Senior-level leadership.

  • Reviews existing operational policies and procedures for compliance with regulations and the goals of the Hospital and the Department of Public Health.

Foundation management – Oversees hearts grants, A&E process, re-allocation request with foundation, as well as ZZPCQI project oversights. 

  • Engages with the ZSFG Foundation on fiscal and operational planning.

  • Manages and oversees various grant-funded projects with the ZSFG Foundation.

  • Data center liaison and engagement oversees submission process for DPH budget book and ZSFG OSHPD.

Governance – Acts as the CEO's governance liaison to orchestrate and oversees Joint Conference Committee (JCC) content and submissions.

  • Serves as the leadership chapter head for Joint Commission visits preparation, reporting and data oversight.

  • Serves on various ZSFG committees and represents the ZSFG CEO at meetings, hearings, and conferences of various boards, commissions and agencies as designated.

Administrative and Staff Engagement: Directs administrative and staff engagement, including development of MOUs as needed, oversight of the ZSFG MCCP internal process, updates to org charts, preparation of annual dinners, and executive sponsorship of the Care and Hospital Employees' Activities, Recognition, and Service (CHEARS) committee.

  • Establishes and maintains effective liaisons with operating units within SFGH.

  • Collects, validates, and prepares data and reports, including the annual report for policy approvals

  • Evaluates and problem solves operational issues that have a hospital-wide impact.

  • Designs and conducts analytical and evaluative studies, including fiscal and budgetary analyses of existing and anticipated programs

  • Plans, analyzes and coordinates the development and implementation of administrative policies and procedures.

  • Oversees, manages, and directs a team of administrative and analyst staff.

The Chief of Administrative Services (0931 Manager III) performs other duties as assigned or required.

REQUIRED MINIMUM QUALIFICATIONS 

  1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university; AND

  2. EXPERIENCE: Five (5) years of verifiable professional experience in hospital administrative experience to include project oversight and data oversight and reporting, of which three (3) years must include experience supervising professionals.

EDUCATION SUBSTITUTION: Additional qualifying experience may substitute for the required education on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

DESIRED QUALIFICATIONS

Selection Procedures:

Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: Ability to communicate effectively and timely, knowledge of lean and strategy work, Hoshin Planning, and roadmap planning, ability to manage administrative and analyst staff and data analytics and analysis skills.

The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.

Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
