Public Works currently has a vacancy for the position of Landscape Manager (0922 Manager I) within our Bureau of Urban Forestry (BUF).

Bureau of Urban Forestry (BUF)

Oversees median maintenance, tree planting, and the healthy maintenance of the 124,000-plus city-owned trees through the voter-backed StreetTreeSF program. In addition, our dedicated crews repair sidewalks and build curb ramps to advance safety and accessibility for the communities across San Francisco. Under general direction, you will be responsible for managing the ongoing care and maintenance of medians and open spaces in the City's public right of way. While staying knowledgeable of the current practices and technology in your areas of responsibility, you will plan, coordinate, assign and supervise the activities of personnel engaged in the care and maintenance of assigned areas. As a Landscape Manager, you will be a representative of the Public Works Department at community and civic group meetings as well as coordinating, developing, and leading volunteer projects. 

Essential Duties:

As a Landscape Manager (0922), your duties may include but are not limited to the following:

  • Plans, coordinates, assigns, and delegates assignments leading team supervisors and other staff engaged in the care and maintenance of medians and open spaces.

  • Monitor, evaluate and develop the performance of staff.

  • Manage staff requests for work schedule adjustments.

  • Ensuring your team’s supervisors are properly monitoring and documenting performance, behavior, and attendance patterns; preparing, presenting, discussing and signs performance appraisals; providing guidance and counseling for assigned staff.

  • Create and prepare documents for service contracts; assist with capital projects from construction design, site inspection and coordination through project completion.

  • Administering, tracking and coordinating the budget and the expenditures for each fiscal year. Creating vehicle and equipment purchase proposals for annual budget requests to meet the projected needs of the team.

  • Coordinating and sustaining cooperative working relationships with City departments, public organizations and individuals in the planning, design, development, construction, and/or repairs of facilities.

  • Recommends and enforces safety requirements and manages safety programs and records, conducts and supervises periodic inspection of all grounds, structures, dog parks, and equipment to assure public and work safety; plans and coordinates staff training and development to provide safe and efficient accomplishment of Departmental and program goals.

  • Represents the Department at meetings of community groups, and other civic groups;

  • Manages Department-wide integrated pest management programs for all facilities, and grounds, and keeps comprehensive records related to pesticide use.

Minimum Qualifications:

Education:

Possession of a baccalaureate degree from an accredited college or university;

Experience:

Four (4) years of professional experience in large landscape installation and maintenance.

AND

Certificates / Licenses Required:

Possession and maintenance of a valid class C driver's license at the time of appointment.

SUBSTITUTION: Additional qualifying experience may be substituted for the required education on a year-to-year basis up to a total of four (4) years. One year (2000 hours) of experience equals 30 semester or 45 quarter units.

CONDITION OF EMPLOYMENT

*Valid Driver’s License: Applicants must possess a valid Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. 

Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process when referred for hiring.

  • Experience supervising teams of urban forestry professionals working on landscape installation and maintenance.

  • Experience planning and executing events and supervising landscape work in the street and sidewalk area.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight: Qualifying):

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supervisory Test Battery (Weight 50%)

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem-Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication and Conflict Management. Please note: This examination is only held in San Francisco.  A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and “banked” for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery.  The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used.  Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation: (Weight 50%)

Applicants will be prompted to complete the supplemental questionnaire that must be submitted during the online application process.  Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas, which may include but be not limited to: knowledge of: methods, materials and equipment used, inspection practices and procedures in tree physiology, pathology, and species identification, methods in hazard tree evaluation, and safety procedures; supervisory ability; human relations ability; and written communication ability. All statements made on the application materials are subject to verification.  Only those applicants who pass the Supervisory Test Battery Written Examination will receive a score on the Supplemental Questionnaire Evaluation.

Eligible List/Score Report:

Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.

Post-Eligible List:

Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
