Air Combat Command PRODUCTION CONTROLLER (AIRCRAFT) in Seymour Johnson AFB, North Carolina

The primary purpose of this position is to develop and implement aircraft maintenance, work plans and schedules to ensure the effective and efficient accomplishment of required maintenance and coordination in support of unit operational flight scheduling as a Plans, Scheduling, and Documentation Specialist. Responsibilities Develops maintenance plans for assigned aircraft and associated equipment, as well as preliminary operational schedules (utilization plans), and provides the Operations Group with an estimate of maintenance support capability to meet operational requirements Implements maintenance plans through the development and publication of maintenance schedules to include scheduled and unscheduled repair actions, time-sensitive inspections or modifications, component time change replacement and aircraft or system inspections Responsible for maintaining Data Documentation to include Aircraft Maintenance Historical Documentation, Aircraft Jacket Files, Aircraft Document Reviews Serves as Aircraft Vehicle Distribution Officer (AVDO) to include the overall responsibilities for the maintenance and reporting of aircraft inventory and status/utilization for all assigned aircraft Coordinates the implementation of the Time Compliance Technical Order (TCTO) Program, to include the implementation of individual TCTOs Monitors configuration management of the unit aircraft. Provides unit managers the capability to determine the actual versus approved configuration of an aircraft or equipment Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of recurring manufacture, overhaul, or repair of products or projects using multiple-process production methods and procedures to develop plans and information necessary for the control of complex products such as airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects; Practical knowledge of the industrial activity, its staff and support operations, the purpose and capacities of the machines and equipment, the type and kind of labor required, a variety of material resources and their cost, to plan for and control the production cycle; Extensive knowledge of product and manufacturing terminology, data, and standards and how to relate them to new projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule, and take corrective action to meet emergency and regular workload requirements. Knowledge of and skill in the use of automated maintenance information systems and aircraft maintenance documentation processes to collect, compile, and correlate production data from a variety of sources and use that data to determine compliance status of scheduled maintenance, inspection, and modification actions. 2. Knowledge of assigned equipment, aerospace systems, subsystems, components, and associated inspection, repair, modification, and supply processes. 3. Knowledge of and ability to correlate, analyze and interpret military aircraft and manufacturing terminology, technical orders/manuals, data, standards, directives and instructions, and to relate their applicability properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up. 4. Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance in workload. 5. Knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to assure continuing availability of material requirement. 6. Skill in oral communication to effectively communicate with senior operations and maintenance personnel PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
