Job Title: China Trade Compliance Manager
Summary:This highly visible and rewarding position will lead Momentive’s trade compliance and optimization efforts. Reporting to the Global Trade Compliance Director, the China Trade Compliance Manager is responsible for ensuring import and export activities to / from China being in compliance with applicable Customs and Foreign Trade Laws. This position will interface with freight forwarders, customs officers, custom brokers, consultants, and internal business groups and external customers on all matters pertaining to customs, import and export regulations.
Responsibilities Include:
Provide advice and project leadership in the development and implementation of Customs regulations, and other government agency requirements affecting imports and exports
Responsible for driving compliance with all import/export activities to meet the country procedures and processes
Work with Global team members, business leaders and other key stakeholders to successfully implement the internal trade policies and processes
Quantify cost savings opportunities for participation in preferential trade programs and provide oversight of compliant implementation of programs
Identify Customs risks areas and develop actionable plans and procedures to mitigate those risks
Assist with strategic projects to improve efficiency, compliance and cost reduction initiatives
Provide consulting and training to key stakeholders regarding national Customs and Foreign Trade regulations and laws
Serve as primary contact for Customs officials in resolving complex Customs inquiries
Monitor regulatory changes affecting Customs requirements and translate changes into operational procedures
Identify opportunities for Customs duty/tax reduction and lead the implementation of Customs programs, e.g. China Authorized Export Operator (AEO), centralized Customs clearance, simplified procedures, Customs regimes, etc.
Manage a team of supporting resources in China
Qualifications:
The following are required for the role
Bachelor Degree and 7+ years of directly related experience or Master’s Degree with minimum 5+ years of directly related experience to include Export Import Licensing and management experience.
5+ years experience in setting up, maintaining and monitoring handbook process under China Customs legislation.
Experience with managing export controls
Demonstrated strengths will include a highly collaborative work style, the ability to anticipate problems, success in resolving difficult situations and effectively communicate with all levels of stakeholders.
Ability to work independently and pro-actively, with minimal guidance and supervision.
Ability to exercise leadership, self-initiative, and sound judgment.
Ability to travel domestically and internationally, as required (approximately 20%)
