Project Description:

Saudi Arabian Bechtel Company is providing Executive Project Management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.

NEOM is a planned Border_town" target="_blank">cross- border city in the Tabuk Province of northwestern Saudi Arabia . The site is near the Red Sea and the borders of Egypt , Israel , and Jordan . It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways

Summary of Responsibilities:

The Survey Engineer will be assigned to the field construction organization, managing the survey related activities for roads, bridges and of the assigned contractors works. Responsible for supervising and/or direct survey activities relating to construction of roads and bridges, construction engineering, layout of foundation locations, subcontracts, and engineering liaison.

Provides technical support as related to survey to contractors, field engineering in a wide range of situation and configurations with setout, boundary marking, earthwork, excavation, foundation locations and other installations. Overseeing appointed Contractor’s job site activities related to survey works and ensure that the works are in compliance with IFC drawings, project ES&H, quality, schedule requirements, whilst maintaining effective relationships when interfacing with stakeholders and general public.

Essential Job Duties:

  • Verify, and maintain the project’s survey control network. Oversee the development and management of survey data

  • Responsible for oversight and ensuring compliance of contractor’s works related to survey associated activities like Setout, boundary marking, earthwork, excavation, foundation locations, drainage and other installations are carried out as per as per approved drawings, schedule, and ensures compliance to ES&H plans, quality standards, and local/national regulatory safety codes

  • Maintain Bechtel’s Zero Accident Philosophy, and ensure contractor’s compliance to the project ES&H plans, site security plan, traffic plans, emergency response plan, housekeeping, fire protection and jobsite work rules

  • Participate in the clients' ES&H programs and conduct joint safety inspections with Contractor’s senior staff

  • Ensure that the Quality requirements are met, and the works are executed as per IFC drawings, standards, codes, and project specifications

  • Responsible for the accurate layout of construction work, recordation of field data according to job specifications and appropriate methods of performing survey activities

  • Support in implementation of the project safety, quality, and environmental programs

  • Support the implementation of project’s machine control technology

  • Perform calibration baseline checks of survey instruments

  • Oversee the administration of the survey work request program for the area

  • Check survey computations,

  • Perform control network least squares adjustment computations as necessary

  • Ensure project completion documentation including "As-Built" records related to survey are maintained

  • Ensure that the survey CAD drawings are prepared as required, including generation of Digital Terrain Models (DTM) and volumes computations

  • Ensures required permits and licenses are in place prior to the start of works at site

  • Coordinates interfaces between functions, contractors and stakeholders involved at site

  • Attend coordination and progress meetings with the contractor and client as necessary

  • Ensure that all required reporting, including daily reports are collated, reviewed, and submitted on time

  • Provide technical guidance to the survey engineers, contractors

  • Ensure the closure of construction activities are systematic and complete in all respects

Qualifications, Experience, Job Knowledge, and Skill set Requirements:

  • A recognized bachelor’s or master’s degree in Civil/Structural or any discipline in Engineering (or international equivalent) and

  • Minimum 3 years of professional experience, or 9 years of relevant experience in lieu of a degree

  • Knowledge of engineering and construction methods and processes related to survey works customarily acquired over time through specialized instruction or practical experience

  • Knowledge of construction survey principles

  • Knowledge of functions relating to roads, highways and bridge construction surveying in field and office activities

  • Knowledge of international standards and specification and codes as applicable, including various Safety procedures and practices associated with the construction survey

  • Knowledge and experience in the implementation of ES&H and quality management systems

  • Experience in KSA / Middle east / GCC is preferred

  • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle
