Responsibilities

This Supervisory Intelligence Operations Specialist position is the Branch Manager locatedin the Intelligence Analysis Branch (IAB), Threat Assessment Division (TAD), Transportation Security Administration (TSA), Department of Homeland Security (DHS)is responsible for overseeing a group of intelligence specialiststhat monitor and analyze open source, operational and vetting information and all source intelligence to produce timely intelligence reports relating to adversary tactics, known suspected terrorist (KST), travel and transportation related encounters and threats or risks to the transportation sector both domestically and abroad.Duties include but are not limited to: Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff, determiningobjectives and strategies in order to meet goals, organizes work, and set priorities.

Supervising and directing the work performed by subordinate managers, senioranalysts, and employees by communicating TSA’s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective and disciplinary action, as appropriate.

Collaborating with TSA, DHS, intelligence and law enforcement community partners to ensure comprehensive understanding of threats affecting transportation and any necessary de-confliction and conflict resolution.

Oversees monitoring of reporting, researching, writing and briefing highly complex threat and/or risk information relating to transportation equities for executive-level TSA operational components, private industry and/or foreign transportation security stakeholders.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Leading and supervising a staff that conducts intelligence analysis and production on terrorists and other national security threats to national and global transportation sector equities; and

Developing and implementing multisource, fusion methodologies applied in an operational or technical environment to include in products/applications; and Advanced experience developing production plans aligned to Priority Intelligence Requirements and/or Plan of Analysis/Key Intelligence Questions to support collection, analysis and productionefforts. NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This position requires completion and favorable adjudication of a Single Scope Background Investigation (SSBI) prior to appointment. There is no provision for a waiver for this position.

This position is subject to the pre-employment /pre-appointment and random drug testing provisions of TSA's Drug and Alcohol-Free Work Place Program.

Salary listed includes locality pay of 30.48%.

SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENTS: Unless previously completed, you must satisfactorily complete a one- year supervisory probationary period to continue in this supervisory/managerial position.
