To perform essential duties of the Minnesota Dam Safety Program, including inspecting dams, reviewing dam safety permit applications, tracking statewide dam safety project needs, managing DNR EWR dam projects, managing the Minnesota component of the National Inventory of Dams, and providing technical and program guidance to the public.

Job duties include:

  • Inspections : To complete state dam safety inspections; to evaluate dam performance and dam safety issues; to provide the results of the inspection to the dam owner; and to recommend needed actions.

  • Permitting : To evaluate Dam Safety Permit Applications for new dams, alterations, repairs, and removals for compliance with state law, dam safety rules, and accepted engineering standards.

  • Dam Needs Determination, DNR Projects, and Inventory : To provide input on the list of statewide dam safety project needs; to manage repair, reconstruction, and removal projects on dams that are the responsibility of DNR EWR; and to organize and maintain Minnesota’s portion of the National Dam Inventory Database and hard copy dam records so that information on dams is well organized and readily accessible.

  • Technical Guidance and Assistance : To provide dam safety technical and administrative guidance to dam owners and their consultants; to assist in managing national dam safety program grant funds provided by the Federal Emergency Management Agency; and to assist the Unit Supervisor and Section Manager with special projects as directed.

This position requires travel to dams throughout the state. Overnight travel can be expected a few times a year.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis subject to change. If approved, the employee would be required to complete a telework agreement.

Minimum Qualifications

  • Bachelor’s degree in civil engineering or a related engineering discipline.

  • Licensed as a Professional Engineer in the State of Minnesota, or the ability to obtain licensure through reciprocity within six (6) months of hire.

  • Applied civil engineering experience.

  • Knowledge of common engineering practices, standards, methods, and procedures.

  • Knowledge of standard engineering construction specifications.

  • Knowledge of equipment and materials used in modern engineering and survey operations.

  • Knowledge of project management and dam construction methods.

  • Human relations skills sufficient to establish and maintain effective working relationships with staff, representatives from other governmental agencies, architectural/engineering consultants, and the public.

  • Computer skills sufficient to operate computers and software to produce reports, spreadsheets, and related documents.

  • Ability to coordinate and direct activities related to engineering projects or programs of considerable complexity.

  • Ability to understand plans and contract specifications.

  • Ability to communicate effectively orally and in writing with individuals, small, and large groups and make effective presentations on technical engineering information.

  • Ability to work effectively as a team member and consistently conduct oneself in a cooperative and courteous manner.

Preferred Qualifications

  • Two years of applied civil engineering experience related to the design and construction of tailings basin dams or with an emphasis in hydrology and hydraulics, preferably related to the design and construction of dams.

  • Knowledge of the fundamentals for analysis of water resource problems, including the US Army Corps of Engineers Hydrologic Engineering Center Programs HMS (Hydrologic Modeling System), RAS (River Analysis System), US Geological Survey Regression Equations, and other appropriate methods.

  • Project management experience for design and construction of Civil Engineering projects.

  • Construction inspection and administration experience for Civil Engineering projects.

  • Regulatory experience administering compliance with rules and state law.

  • Knowledge and experience in dam design, construction, operation, inspection, maintenance, rehabilitation, removal, and regulation are highly desirable.

  • Knowledge in multiple aspects of civil engineering (hydraulics, hydrology, soil mechanics, concrete design, and steel design).

Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record.
