Job Description

Iowa Workforce Development is seeking to hire a Reemployment Services and Eligibility Assessment (RESEA) Operations Manager in our IowaWorks office.

Domicile will be determined based on the hired candidate’s location at our IowaWorks office.

Your key responsibilities will include:

As a RESEA Operations Manager and under the general direction of the American Job Center (AJC) RESEA Bureau Chief within the American Job Center Division you will provide direction and control for the US Department of Labor (DOL) Reemployment Services and Eligibility Assessment Program (RESEA).

In this role you will recommend personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, regulation of attendance and leave, disciplinary procedures, and administers personnel and related policies and procedures. You will approve, modify, or reject requests for promotions, reassignments, etc. and conduct performance evaluations and reviews. Facilitate and participate in, but not limited to, the training for Unit staff including instruction regarding all DOL regulations, Unemployment Insurance (UI) laws, rules, program policies and procedures, computer programs and documentation requirements and provide ongoing technical support.

The successful candidate will facilitate and participate in the development of new, revised, or improved management policies, practices, procedures, and methods to assure that staff is knowledgeable in the complexities of each program. Prepare and communicate directives to staff regarding issues of current policy and procedures. Attend management planning and policy making meetings and advises the management team of any operational issues and make recommendations for legislative and for administrative rules and presents them to the RESEA Bureau Chief. Determine the impact of proposed legislation on the policies, procedures and operations of the Division and its customers. You will review and resolve policy related issues not covered by precedent or established policies and research best practices. Serve as a subject matter expert with the ongoing development, staff training, and use of associated programs and technology.

Schedule and review the work conducted by RESEA Career Planners and develop a thorough understanding of workforce services case management technology to ensure case load assignments are properly assigned to appropriate staff and ensuring staff is effectively and efficiently utilizing workforce services case management technology for maximum return on investment. Prepare management reports detailing the number of cases assigned and completed, non-monetary decisions issued, appeals received and outcomes.

The RESEA Operations Manager ensures RESEA staff are effectively and efficiently providing reemployment services and eligibility assessments/workshops according to state law, policy and DOL regulations.

Analyze internal reports of work production and assesses progress towards meeting goals and objectives. Develops and implements goals and objectives toward meeting DOL and IWD standards. Advises upper management and administrators on management problems, potential risks, risk mitigation strategies, project progress, and resource deployment needs.

Develop a thorough knowledge and understanding of all IowaWORKS program laws, regulations, and policies to ensure proper implementation within the workforce delivery system, including but not limited to: WIOA, Wagner-Peyser, UI, AJC, Veterans, Employer Services, PROMISE JOBS, and other related employment and training programs. Communicate information regarding any program changes to all staff and arrange training to develop staff knowledge and skills when needed and serve as a resource and content expert on GEO and analyze operational and customer data to ensure expectations are being met.

Collaborate with other members of the UI, AJC, Workforce Services Division leadership team. You will collaborate with other units and divisions within IWD to evaluate and resolve operational problems and issues. Demonstrates knowledge of DOL performance standards and collaborates with other managers to translate standards into performance expectations.

Respond to inquiries and correspondence concerning RESEA and establish and maintain effective community relations. Responsible to disseminate correct, easily understood information to claimants/participants, employers, agency personnel, and others.

Statewide travel required as needed.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and the equivalent of four years of full-time professional level experience in program administration, development, management or operations;

OR

an equivalent combination of education and experience substituting the equivalent of one year full-time required work experience for one year (thirty semester or equivalent hours) of the required undergraduate course work to a maximum substitution of four years;

OR

graduation from an accredited four-year college or university with a major emphasis in Business or Public Administration and three years of the qualifying experience;

OR

substitution of a Master's degree in Public or Business Administration for one year of the above experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of one year of full-time work as an Executive Officer 1 or two years of full-time work as a Workforce Advisor.
