Currently, ManTech is seeking a motivated, career and customer-oriented COP / CIP Management Support (COP Manager) to join our team in the Stuttgart, Germany .

Funding: Fully Funded, new 5 year contract.

Responsibilities include, but are not limited to:

  • Coordinating with EUCOM component commands to enforce COP reporting requirements IAW Joint Staff and EUCOM directives.

  • Coordinating with the Joint Intelligence Operations Center Europe (JIOCEUR) Analytic Center (JAC) to ensure intelligence data is meeting Commander's Critical Information Requirements (CCIR's) and Priority Intelligence Requirements (PIR's).

  • Utilizing GCCS FoS client applications such as ICSF and Agile Client to manage the Theater COP, to include the development of overlays, KML files, and other Tactical Decision Aids (TDA's), track latency, and track display filtering.

  • Maintaining, monitoring, and troubleshooting all COP Sync Tools (CST) connections with higher, lower, and adjacent commands and agencies.

  • Maintaining, monitoring, and troubleshooting data feeds with Cross Domain Solutions (CDS) to maintain coalition and partner nation COP data feeds.

  • Maintaining, monitoring, and troubleshooting Theater Missile Warning (TMW) data feeds and utilizes GCCS FoS Theater Ballistic Missile Defense (TBMD) tools and applications to facilitate desired visualization of theater missile threats.

  • Maintaining a reliable track database, by resolving ambiguities within the database, locating specified tracks and deletion of track IAW with EUCOM directives.

  • Manipulating the display and map products to support mission requirements.

  • Associating intelligence tracks where applicable.

  • Serving as liaison satisfying end user requirements and assists in data collection.

  • Identifying, analyzing and defining problems associated with the COP system.

Basic Qualifications:

  • Expert knowledge of GCCS FoS (GCCS-J, GCCS-A, GCCS-M, GCCS-AF, Agile Client, ICSF) to create and manage a Common Operating Picture to include Integrated Intelligence and Imagery (I3), and Joint Operational Planning and Execution System (JOPES).

  • Expert Knowledge of Defense Information Systems Agency (DISA) GCCS related Program of Record tools: Agile Client, Integrated Command, Control, Communications, Computers, & Intelligence (C4I) System Framework (ICSF)

  • Expert knowledge of GCCS related peripheral devices and systems such as: workstation and laptop hardware, network devices, HTML, KML, FTP, IRC, Newsgroups

  • Knowledge of Windows, Solaris, and LINUX operating systems.

  • Knowledge of commercial geospatial information systems such as Google Earth and ArcGIS.

  • Knowledge of COP communications and architectures, such as COP Sync Tools (CST), Multi-TADIL Capability (MTC)/LINK, and GALE/GLIS.

  • Knowledge of a wide range of Information Technology (IT)/Information Systems (IS) and communication concepts, principles, and practices to plan and develop COP strategies to meet short-, mid-, and long-range needs, plans, goals and objectives.

  • Knowledge of automation techniques, software, hardware and applications to meet end user requirements.

  • Knowledge of integrating COP products from applications such as GCCS-J I3, JEM/JWARN, MTI, and JTT.

  • Working knowledge of DoDI, DoDD, CJCSI, and EUCOM directives and regulations, and specific program guidelines to include a complete understanding of EUCOM program policies and procedures covering EUCOM AOR and mission requirements combined with possession of analytical ability to participate in the planning and execution of a variety of operational and contingency exercise missions.

  • Experience working with USMTF formatted messages, such as JUNIT, OTH-Gold, OBREP, MISREP, SPIREP, RECEXXREP, etc.

  • Experience using GCCS FoS communications to share data via USMTF messages, such as NETWORK Channel and AUTO-FWD/Broadcast.

  • Experience integrating and managing BFT/FFT devices into the COP.

  • Experience creating KML data products / layers with Google Earth or other similar web-based geospatial display engine.

  • Must be able to obtain an ITIL Foundations 4 certification within the first 90 days of employment on this program.

Preferred Qualifications:

  • Attended JDTC GCCS-J COP, I3 Operator or COP Manager MTT or resident courses.

Security Clearance Requirements:

  • Must be a U.S. Citizen with an Active TS/SCI Security Clearance.

Contract: ManTech has been working on this program for over 10 years and we’re continuing our important work on the EMITS contract, a brand new, fully funded 5-year contract that begins on 1 Feb 2021.

Physical Requirements:

  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.

  • The person in this position needs to occasionally move about inside the office.

  • The person in this position will need to be able to operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
