Summary This vacancy is for a SURVEY STATISTICIAN position in the Associate Director for Demographic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other SURVEY STATISTICIAN, 1530-7/9, FPL GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities The duties listed below are at the full performance level (FPL). Formulate projects, establish criteria, and gather, analyze, interpret, and/or report quantified data information for censuses and surveys. Conduct survey work at all levels of the survey life cycle (SLC) survey design; frame development; sample design and implementation; instrument development; data collection; data editing, imputation, and estimation. Apply statistical techniques and methods in performing project/survey related activities. Assist in planning and conducting methodological and evaluative studies relating to survey collection methods to refine the survey process to produce reliable and statistically valid data. Support senior survey statistician to research, analyze, test, and evaluate information, unusual circumstances, conventional issues, conditions, and problems to modify, adapt, and/or refine existing applications, processes, and techniques. Requirements Conditions of Employment Qualifications Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR A combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND Specialized Experience: For the GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Experience for this position includes: Communicating technical and non-technical information regarding survey activities and data collection; Reviewing and analyzing data using statistical techniques and statistical software such as SAS, R, or Python; Assisting with questionnaire design, instrument development and testing for automated and/web data collection instruments; Writing procedures, documentation, and/or training guides for data collection practices; and Conducting/participating in projects /survey activities from start to finish. OR Education: 1 year of graduate-level education or superior academic achievement. Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Communicating technical and non-technical information regarding survey activities and data collection; Assisting with conducting various census and surveys; Reviewing and analyzing survey data using statistical techniques and statistical software such as SAS, R or Python; Writing procedures, documentation, and/or training guides for data collection; Assist with questionnaire design, instrument development and testing for automated and/web data collection; Consulting with senior survey statisticians and other subject matter professionals on specific problems in collecting or analyzing statistical data to determine cause(s) of problems and develop solutions; and Conducting/participating in projects/survey activities from start to finish. OR Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. The renovations will be completed this summer and we orientations will commence on a rolling basis. After Orientation you will be expected to work from your duty station and at that time, you may be eligible to continue to telework up to 8 days a pay period with approval from your supervisor.
