The Work You Will Do:

This Environmental Manager position performs advanced professional work under the direction of the Environmental Administrator for the Division of Waste Management, Waste Cleanup Program located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge, leadership and technical skills to advance site remediation and restoration through effective management of state-funded cleanup programs. This is a highly technical and administrative position directing cleanup projects statewide for the Drycleaning Solvent Cleanup Program and State-lead Cleanup sites. This work includes project development, project funds identification and acquisition, contract negotiation, and technical and fiscal oversight of all phases of projects from field investigations through engineering design, construction, operation and maintenance. The Environmental Manger will oversee staff that that manage site cleanup on drycleaning, state-funded and Superfund sites. The work is performed by pollution response action contractors for cleanup statewide. The manager will set priorities for project funding, implementation and determines appropriateness and cost effectiveness of cleanup projects.

    Your Specific Responsibilities:

  • In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Actively supports and works toward fulfilling the agency's Affirmative Action objectives.

  • The employee in this position is responsible for directing a subsection engaged in hazardous waste cleanup projects being conducted pursuant to the state’s Drycleaning Contamination Cleanup Act of 1994, Water Quality Assurance Act of 1983, and the federal Superfund program. The incumbent is responsible to the Administrator and assumes the position of Administrator in the absence of the Administrator. This managerial/supervisory position is responsible for maintaining effective internal communications with superiors and subordinates in keeping with the agency’s standards and expectations for communication effectiveness. Will evaluate direct work performance and is responsible for time and attendance of subordinates.

  • Directs cleanup projects statewide. The incumbent evaluates and makes decisions regarding scope, cost, schedule, and implementation of cleanup activities including field investigations, feasibility studies, designs, and remedial actions. This is accomplished through collaboration with the section's technical staff, management of contact and project managers, state contractors, and other department personnel. The incumbent reviews, for quality and content, technical reports , review and approval letters, site orders and general correspondence.

  • Supervises all aspects of the Drycleaning Solvent Cleanup Program, including drycleaning facility registration, priority ranking, site initiation, and program website. Confers with and provides outreach to industry representatives, consulting engineers, government officials, environmental groups, and citizens regarding compliance with department rules and regulations. Interprets state and federal statutes and directs staff in development of agency action regarding hazardous waste site cleanup. Represents the department at public meetings, hearings, and workshops. Provides effective communication with DEP leadership and assists with public information requests.

  • Supervises subsection technical and administrative staff, including allocation of workload, review of work products, holding regular staff meetings, ensuring compliance with department personnel directives, and reviewing overall job performance. Mentor and train Program project managers, develop standard operating procedures, update program guidance and process documents, and ensure appropriate training is provided to staff.

  • Assists the Administrator in drafting rules, regulations, internal management policies and procedures. This includes preparation of legislative bill analyses, budget requests, staffing plans, and allocation of state trust fund and available federal monies. Provides the Administrator with project cost accounting, annual budget planning revenue estimates and allotments. Plans and coordinates strategy with District Waste Cleanup staff. Establishes priorities and recommends projects to be implemented.

  • Directs preparation, development, and negotiation of contracts for project activities. Sets priorities and determines funding for hazardous waste cleanup projects. Continuously analyzes cleanup project progress and performance for all Drycleaning and State Lead Cleanup sites and submits quarterly metrics to ensure program goals are met. Supervises management of contractors including task assignments, change orders, and review of invoices. Assists with maintaining the file management system. Oversees the Program’s database and ensures proper cost tracking and reporting for all Program metrics.

  • Performs other related duties as required by the Administrator.

    Required Knowledge, Skills, and Abilities:

  • Knowledge and Experience in one or more of the following: hazardous waste incident response, hazardous materials management, hazardous site investigation and cleanup, hydrology, environmental chemistry, risk assessment, geology, ecology, biology.

  • Knowledge and experience with state and federal laws and regulations relating to hazardous waste/materials management.

  • Knowledge and experience with state rule making policies and procedures.

  • Knowledge and experience in hazardous waste site assessment and remediation, and solution of hazardous waste problems.

  • Knowledge and experience in contract management and contract procurement.

  • Skill in proofreading and editing technical documents for technical accuracy, spelling, and grammar.

  • Skill in using personal computers for word processing and data analysis.

  • Ability to supervise and direct technical and administrative support staff.

  • Ability to communicate effectively both orally and in writing.

  • Ability to establish and maintain effective working relationships.

  • Ability to coordinate, organize and maintain schedules of projects, tasks, and personnel.

  • Ability to assess, track, and report on budgetary needs.

  • Ability to prepare and conduct outreach activities.

  • Ability to deal with the public in a tactful and courteous manner.

  • Ability to write effectively, in a well-organized and understandable manner.

  • Ability to evaluate comprehensive technical documents.

    Preferred Qualifications:

  • Bachelor’s Degree from an accredited college or university and one year of verifiable related experience.

    Other Job Related Requirements for this position:

  • Valid Driver License.

  • OSHA Certification training must be completed within the first 6 months of employment and maintained thereafter.

  • The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
