Amazon Chief Compliance Officer (Financial Services), Japan Compliance Office in Tokyo, Japan

Description

Amazon is seeking an experienced financial services compliance professional to serve as the Compliance Officer/Chief Compliance Officer for our regulated payments entity in Japan (prepaid instruments, such as Gift Cards, and insurance products, such as Pet Insurance).

The ideal candidate will oversee the development of compliance frameworks and policies focused on Anti-Money Laundering (AML), Anti-Social Forces (ASF) and Regulatory Compliance to meet JFSA requirements as well as Amazon global standards.

The ideal candidate will support Amazon’s regulated programs (Gift Cards, Pet Insurance, and Amazon Coins) by being a key influencer to our business leaders, providing crystal clear advice on requirements so that the products remain compliant and ahead of regulatory expectations. They will leverage knowledge of Payment Services Act / Insurance Laws from other jurisdictions to help address areas of local ambiguity.

To be successful, the ideal candidate will need to be confident in engaging internally (in Japanese and in English) across business, legal, operations, and technical teams to influence the direction of products and design risk-based controls. The ideal candidate will also be confident in advising senior stakeholders on the compliance implications of business decisions, as well as being credible in liaising with external regulators. This is a high-profile role.

Finally, the ideal candidate must have people management experience, ensuring they can support, coach and direct a 4FTE team to be seen as value-add.

Key job responsibilities

• Collaborate on new product initiatives to advise on regulatory impact, define compliance requirements, and establish appropriate compliance policies and controls to facilitate the successful launch.

• Maintain a documented view of regulatory change in order to detect and respond to regulatory developments and issues that may pose compliance risk; educate senior leaders and guide local business teams in the development of risk-based controls.

• Manage regulatory inspections and coordinate any external audit processes, maintaining productive relationships with regulators on an ongoing basis and ensuring timely and accurate response to inquiries.

• Promote a culture of compliance, proactively engaging with business teams to educate on compliance concerns, understand business objectives, and influence product design.

• Manage the day to day functions of the compliance program, inclusive of the submission of required regulatory reporting and oversight of business owned controls.

• Prepare reports to senior management and senior business leaders with timely and actionable intelligence concerning the health of compliance programs.

• Lead and coach a team, through supportive and clear expectation setting, to ensure the team are seen as value-add to business stakeholders.

Basic Qualifications

• Direct experience in financial services risk management or other internal control functions (e.g. Internal Audit, Compliance) within an international organization, including having to discuss/implement global standards against local requirements.

• Direct experience of dealing with the Japan Financial Services Agency (JFSA) or another comparable regulatory body in Japan.

• Strong analytical skills and comfort with data, including interpreting business data to make compliance recommendations.

• Experienced in managing relationships at all levels within an organization. Ability to work within a matrix environment and cross functionally.

• Exceptional written and verbal communication skills (English and Japanese), ability to translate complex issues for consumption by technical and non-technical audiences at all levels.

• Working knowledge of Payments, AML, ASF, and Insurance related laws in Japan.

Preferred Qualifications

• Payments or e-commerce background

• Insurance compliance background

• Professional certification such as CAMS, CRCM, or CRP
