At Jacobs, effective project/contract management as well as technical expertise are both crucial to the success of our projects and the strong relationships we have with our clients. The Senior Manager, Commissioning, Closeout and Operational Handover provides the leadership, communication, and people skills necessary to effectively manage a team of professionals and engage with the contractor and the broader client organization in the Commissioning, Closeout and Operational Handover of a large commuter rail infrastructure project.

The role entails independently performing a variety of technical, analytical, managerial and contract administration work during the Commissioning, Closeout and Operational Handover of a large commuter rail infrastructure project through the transition into Revenue Service. The role also provides the project management, technical, and contract administration expertise necessary to effectively progress a variety of highly complex and challenging issues.

We are looking for someone with a knowledge of contract management strategies and relevant industry practices as they pertain to the closeout of a large P3 project. The incumbent will be a proven team leader with excellent written and verbal communication skills. The successful candidate will have the necessary skills and expertise to confidently operate within an integrated project team organization including manage all applicable interfaces and activities with the client, contractor, consultants, and other stakeholders as required. Experience in the areas of testing and commissioning, systems engineering, light rail vehicles, trial running, and operations and maintenance would be an asset.

Based in Toronto , you’ll have the chance to use your experience and expertise for managing and executing transit contracts through the Commissioning, Closeout, and Operational Handover process to provide technical and strategic recommendations, and guidance to the client. The Senior Manager, Commissioning, Closeout and Operational Handover will manage the project team responsible for activities including Interface Management, Commissioning, Closeout and Operational Handover. The role interfaces across multiple organizations and teams, providing the expertise and leadership that is required to support the Project through completion to revenue service while managing the interface with the broader client organization in relation to these defined activities.

What You’ll Need:

*Ability to independently apply advanced analytical techniques to problems related to P3 contract administration related to Commissioning, trial running and Substantial Completion.

*Proven capacity to deeply understand and analyze complex issues and to effectively articulate those issues to client representatives in a clear and concise fashion both verbally and in written form.

*Provide technical and contract management recommendations and guidance to the project delivery team and the broader client organization.

  • Successfully lead a sizeable and diverse team to progress a variety of highly complex and challenging issues associated with Interface Management, Commissioning, Closeout and Operational Handover.

*Audit and review work to confirm conformance with the Project Agreement, good industry practice, and applicable standards.

*Assisting client in interpretation of Project Agreement

*Keep client executive leadership and others routinely informed of project status and all developments that can impact project cost, schedule, quality, safety, and reputation through regular reports.

*Proactive stakeholder management.

Here’s what you’ll need :

*Bachelor’s degree in engineering would be an asset.

*20 years of progressive project management and/or contract administration experience on a rail or transportation infrastructure project.

*Superior people and negotiating skills.

*In depth understanding of technical, contractual, and commercial fundamentals on major P3 projects.

*Previous experience administering large Rail/Transit construction contracts.

*Team leadership experience

*Experience reporting to client executives and building and maintaining trust is an asset.

*Excellent communication skills including the ability to communicate complex ideas clearly and succinctly, including strong contract letter writing capabilities.

*Technical expertise in the areas of testing and commissioning, systems engineering, light rail vehicles, trial running, and operations and maintenance would be an asset.

*A Master's in Business Administration would be an asset.

*A PMP or P.Eng designation would also be an asset.

Systems:

*A high level of proficiency in Microsoft Excel, PowerPoint and Word is required.

*Proficiency in Microsoft Project or P6 would be an asset.
