Job Summary

The City of Toronto is taking steps to strengthen public safety by building alternative community safety programs. The Toronto Community Crisis Service is one of the first priority actions of SafeTO: Toronto’s Ten-Year Community Safety and Well-Being Plan to reduce vulnerability in Toronto through proactive mental health support strategies and community-based crisis support models.

In this position you will report to the Manager – Policing Reform Unit, to lead the developmentand delivery of curriculum related to the Toronto Community Crisis Service implementation, and to support broader training needs across the Community Safety and Well-Being Section. This position will require you to coordinate and oversee the coordination and delivery of an annual core training program, as well as planning across City divisions, ABCs and community organizations to support ongoing and emerging training needs.

Major Responsibilities:

  • Design and deliver training that supports ongoing service standards and consistent service delivery across the city.

  • Monitor vendor performance to ensure training services are carried out in accordance with the specified terms and conditions.

  • Ensure that expenditures are controlled and maintained within approved budget limitations.

  • Research and recommend innovative practices and opportunities for advanced trainings, including collaborative opportunities and potential certifications.

  • Collects data, generates and analyzes statistics and makes recommendations based on input on gaps and identified needs to ensure successful training outcomes.

  • Conduct regular assessment of ongoing training needs (e.g. through surveys and focus groups) with focus on service standardization, and prepare internal training reports to help improve future course materials, topics and methods.

  • Develops and identifies additional trainings in response to changing policies, procedures or legislative requirements with a focus on ensuring effective teamwork, continuous learning and quality assurance.

  • Collaborate with subject matter experts (SMEs) to perform needs assessments and identify training plans, and liaise with external training resources to design, develop and deliver trainings.

  • Develops external training partnerships and proposals for future training/ training models.

  • Coordinate with appropriate organizational leads to ensure accurate training and attendance records are kept.

  • Create divisional learning hub and facilitate local Community of Practice to address ongoing training needs.

  • Consult on staff identified challenges and opportunities and recommend corresponding modifications to training courses and programs.

  • Prepare and keep updated inventory of training resources and future professional development opportunities.

  • Design and develop training course and program materials (e.g. participant manuals, instructor manuals, lesson plans, surveys).

  • Ensure trainers use a variety of training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of training programs, catering to all learning styles.

  • Revise and maintain the training course curricula and materials, updating based on latest research into best practices and skills gaps identification.

  • Travel to off-site locations as required.

  • Represent the division at public meetings of industry stakeholders, community groups, socials agencies and business organizations, as required.

Key Qualifications:

  1. Post-secondary degree or diploma in education, training or related field or equivalent combination of education and experience.

  2. Experience designing, developing and delivering training programs/courses and curricula (e.g. instructor-led, in-class sessions, webinars, self-directed e-learning, reference guides, presentations, etc.) applying design principles which support collaboration, diversity and accessibility.

  3. Experience engaging with diverse audiences in the development and delivery of job-focused training using an anti-oppression framework.

  4. Ability to identify training needs and requirements, and conduct and provide effective evaluation of training materials and programs using key performance metrics, to improve job performance.

  5. Ability to lead projects, set priorities and develop accessible (AODA-compliant) documentation and learning content.

  6. Strong technical aptitude and experience in applications/systems (e.g. Microsoft Office, Adobe Pro, SharePoint, etc.)
