Port of Vancouver Senior Construction Project Specialist (1-year term) in Vancouver, British Columbia

The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.

The senior construction project specialist is responsible for providing senior coordination and administration expertise to the design and construction of complex capital works and maintenance projects. This position is also responsible for senior technical input related to asset management; and identifying, recommending, and implementing process improvements to enhance efficiencies.

What youdo:

  • Prepare cost estimatesand submissions for program and contract approvals. Prepare tender packages andcoordinate tender calls; review and evaluate bids. Prepare requests forproposals; participate in selection of consultants.

  • Coordinate andadminister construction activities: Inspect, supervise, and record constructionactivities and progress. Prepare and/orcheck progress claims. Prepare andrecommend approval of change orders and contract extensions. Approve on-site construction changes. Liaise with, instruct, and approve all phasesof consulting work. Prepare project cost and progress reports.

  • Coordinate projectclose-out data and coordinate with asset management coordinator to selectrelevant data for input to the port authority’s Computerized MaintenanceManagement System (CMMS).

  • Define scope of work, organizeand/or carry out asset inspections and assessments.

  • Report oninspection/assessment results and recommend follow-up actions. Work with asset management coordinator toensure recording of appropriate data, including scheduling of recommendedfollow-up actions.

  • Provide seniortechnical review and advice for project designs including life cycle cost evaluations.

  • Provide senior technicalassistance to internal and external customers.

  • Provide seniortechnical review and advice for project permit applications received from portauthority’s project and environmental review process.

  • Facilitateeffective and efficient team discussions and collaborate with team members todetermine appropriate project delivery methodology.

  • Identify,evaluate, recommend, and implement process improvements to enhance efficiency.

What you bring:

  • Musthave a bachelor’s degree with specialization in project, constructionmanagement or engineering.

  • Aminimum of 5 years of related experience in leading port related capital andmaintenance projects, condition assessments and design of port asset renewals(i.e., inspecting, evaluating, and rehabilitating portinfrastructure).

  • Must be eligible to be registeredas an Applied Science Technologist with the Applied Science Technologists andTechnicians of BC or equivalent.

  • Musthave excellent computer skills including databases, MS Word and Excel and the ability to operate various survey instruments.

  • Project ManagementProfessional (PMP) certification is an asset.

Working environment: Normal office conditions with regular exposure to adverse weather conditions on operating terminals and roadways.
