Salary range: $159,163 - $225,909 (Hay points- 1566 Executive)

Responsibilities

This position is accountable for the management of approx. 2,600 employees engaged in the process of delivering safe, reliable, cost effective and on-schedule bus transportation services for an entire borough. Specific duties and responsibilities include but are not limited to the following: Coordinate and direct all transportation, road, and maintenance operations; ensure that resources are appropriately allocated to achieve division's strategic goals and objectives. Participate directly in labor relations negotiations; ensure compliance with union contracts, safety rules, government regulations, and administrative policies and procedures. Responsible for all depot capital and operating-based design, repair/rehab, and modernization programs; effectively coordinate resources to minimize disruption to operations and to ensure that costs are kept within budget. Develop key performance indicators to measure the effectiveness of operations; coach and assist department managers in meeting performance goals and objectives. Develop constructive and cooperative working relationships with internal staff as well as external entities, including outside agencies, unions, etc. Perform other related duties as required.

Additional Duties and Responsibilities include but are not limited to the following:

  • Direct the delivery of daily bus service in a borough, by coordinating and directing all Transportation, Road Operations and Maintenance Operations at all depots within a division (borough). Included in this responsibility is the collection and storing of fare revenue, maintenance material forecasting and monitoring and facility safety & environmental initiatives and Trip Completion. Provide supplemental service to support the Dept. of Subways, Metro North, Long Island Railroad, and all Office of Emergency Management requests.

  • Direct the development and implementation of annual employee and fiscal resource levels, including pick coordination, in support of borough-wide operational plans, strategies and production/performance goals. Troubleshoot day-to-day operational issues and direct the strategic planning and audit functions for the division.

  • Accountable for the delivery of Labor Relations services throughout the division. Responsible for disciplinary steps, actions and procedures. Identify areas for initiatives and negotiations.

  • Implement operating procedural changes directly with union officials. Participate directly in contract negotiations.

  • Manage the operational implementation of capital and operating based repair/rehab programs throughout the depots, bus route changes or enhancements and terminal / relief points. Identify, prioritize, and assist construction forces in depot design, repair and modernization of employee and operating facility activities. Ensure coordination of efforts and minimal levels of disruption to operations, community and are following environmental standards.

  • Manage and assign the delivery of administrative, clerical and computer support services to all locations. Direct the coordination of joint programs with other divisions (schedules, fare policies, etc.) and outside agencies (DOT, NYPD, Board of Education, etc.). Meet with agency heads and elected officials as needed. Direct the implementation of unscheduled operations for disasters, construction & special events.

    Education and Experience

    1.A Baccalaureate degree from an accredited college or university in Transportation Management, Business Administration, Public Administration, or a related field and fifteen

    (15) years of full- time experience, at least ten (10) of which shall have been in a managerial/supervisory capacity.

    1. A satisfactory equivalent of education and experience.

    Desired Skills

  • Previous experience in the title of Deputy General Manager.

  • Knowledge of broad-based managerial disciplines of planning, organizing, directing, and controlling a large, multi-location, multi-faceted, line-based organization.

  • The knowledge and ability to implement executive policies and procedures.

  • The ability to formulate plans for the achievement of short- and long-term goals.

  • In-depth knowledge of transportation operations.

  • Thorough knowledge of NYCT's rules and regulations
