Position Objective:
Oversee, manage , and coordinate Transportation Department personnel in support of capital projects for the assigned territory in a safe and efficient manner while maintaining schedule integrity, and minimizing impact to operating plans and customer service.
Responsibilities:
Ensure all Roadway Worker Protection (RWP) and Operating Rules are adhered to at Right of Way (ROW) construction work-site locations under position jurisdiction through daily on-site monitoring of projects and train operations. Responsible for the performance and review of staff goals for the Employee Compliance Reporting II (ECR2) system, as well as internal departmental site inspections to ensure compliance.
Act as a liaison and partner with Metro-North departments, Connecticut Department of Transportation, outside agencies, and private contractors to ensure timely coordination of project status, support services required, operational impacts , and schedule integrity. Review capital project schedules as well as Track, Signal and Power systems requirements to ensure the least amount of impact on Metro-North Railroad’s daily train operations.
Oversee various projects to ensure the safe passage of trains and proper Roadway Worker Protection to include scheduling of field walk through with relevant stakeholders. Transportation Liaison with the Safety Department and Maintenance of Way for dedicated support of the Roadway Worker Audit group for assigned territories. Participate in all Roadway Worker reviews and initiatives for the Transportation Department. Provide input as to staging locations to increase operational efficiency.
Oversee the activities and schedules of Assistant Superintendents – Capital Projects to ensure proper coverage of all project sites throughout the assigned territory. Perform joint field inspections with both Assistant Superintendents and Trainmasters – Capital Projects.
Transportation Liaison with the Safety Department and Maintenance of Way for dedicated support of the Roadway Worker Audit group for assigned territories. Participate in all Roadway Worker reviews and initiatives for the Transportation Department.
Oversee the verification of flag assignment payroll documents and time claims generated to ensure fiscal compliance.
Coordinate and provide operational coverage with Line Superintendents as needed. Coordinate emergency and/or field response coverage for a 24x7 operation.
Mentoring and development of personnel to foster succession planning.
Required Qualifications:
Required Knowledge/Skills/Abilities:
Working knowledge of construction methods and materials with the ability to understand blueprints and schematics.
Familiarity with train equipment, train cycles , and equipment programs.
Familiarity with Track, Communication and Signal, traction power, rail equipment components , and operation.
Knowledge of ACRE labor agreements or comparable labor agreements.
Knowledge of Federal Railroad Administration (FRA) regulations.
Ability to assess and correct problems in stressful situations with tight constraints.
Strong leadership and interpersonal skills to facilitate and execute coordinated inter-departmental service delivery.
Strong oral and written communication skills with the ability to communicate effectively with all levels of the organization and with outside agencies.
Ability to work nights and weekends, and to be on call seven days a week when required.
Valid driver’s license.
Knowledge of (or must gain within 6 mos. of hire) Metro-North Train Service Manual, Crew Management System (CMS), TMIS, IMS, and AMS.
The Following is/are preferred:
Familiarity with yard layout and plant specifics.
Familiarity with budget processes.
Required Education and Experience:
Bachelor’s Degree in Transportation, Business, Public Administration , or other related field. Demonstrated equivalent experience, education and/or technical credentials to include an additional 4 years of related experience may be considered in place of a degree.
Minimum of eight (8) years of progressively more complex experience in a Transportation Operations environment with an emphasis on service delivery .
Minimum of six (6) years project management experience and/or supervision of a diverse workforce in an Operations Environment.
Must be qualified on the Metro-North Railroad or a comparable commuter railroad Rules of the Operating Department and Air Brake and Train Handling Instructions. If not qualified, the successful candidate must be come qualified within six (6) months from date of hire.
Must be qualified on the physical characteristics of assigned territory [New Haven Line as well as Danbury and Waterbury Branches, or, GCT, Harlem, Hudson , and West of Hudson Lines]. If not qualified, the successful candidate must become qualified on the physical characteristics of the assigned territory within six (6) months from the date of hire.

This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
