Investing in Women

Investing in Women (IW) is a multi-country Australian Government initiative in Southeast Asia that seeks to improve women’s economic participation as employees and as entrepreneurs and influence the enabling environment to promote Women’s Economic Empowerment (WEE). It commenced in April 2016 with operations in the Philippines, Indonesia, Vietnam and Myanmar and is due to run through to June 2023. It is managed out of the Gender Equality Branch (GEB) of the Department of Foreign Affairs and Trade (DFAT) in Canberra. The Program is supporting the following outcomes:

  • More businesses achieve improved gender equality in their workplaces

  • Intentional impact investments in women’s small and medium enterprises (WSMEs) increase

  • Positive shifts in gender norms related to workplace gender equality

About the Opportunity

IW and its partners hold a thought-leadership responsibility to contribute and advance the knowledge building and strengthening of the business case for women’s economic empowerment (WEE) and gender equality in the region. To this end, the IW Communications Team works to help promote women’s economic empowerment in the South East Asia by providing strategic communications support to all of IW’s areas of work

Through its communication initiatives, IW intends to positively disseminate and amplify IW’s key messages around its work by:

  • Strengthening the IW Knowledge Hub – by demonstrating expertise and building the business case for Workplace Gender Equality, Impact Investing and Influencing Gender Norms and covering stories relevant to our target audiences;

  • Implementing targeted and localised dissemination and amplification – through the distribution and amplification of IW’s knowledge products to target audiences in IW’s target countries; and

  • Sustaining and expanding communication initiatives – by implementing a working communications infrastructure for IW, which integrates different communication processes, tools, strategies and materials across the program and its partners.

IW’s Knowledge Hub is a repository of knowledge resources on the ‘business cases’ for WGE, Impact Investment for WSMEs and Influencing Gender Norms that functions as a key resource centre and point of engagement for IW, its stakeholders and the public.

Part of IW’s strategy for sustainability is to develop a plan for the handover of the Knowledge Hub, which is housed on the IW website, to support the ongoing development and collection of WEE-related knowledge resources after the program ends.

With the IW initiative culminating in June 2023, and with the assumption that the Knowledge Hub will be part of the digital assets that will be, where continuing, handed over to a successor program or another DFAT project, IW intends to position the IW website as a solid and well-established foundation that can be leveraged for the continued collection and maintenance of evidence-based learning and facilitation of sustained impact beyond the life of IW. This will be done by implementing a redesign of the IW website to update its current environment, infrastructure and content to align with IW’s updated end-of-program (EoP) and sustainability objectives.

IW Communications will also work with the IW Leadership Team to develop and implement an EoP Communications Plan that will support both internal and external dissemination of handover completion and cessation of activities and assets for Investing in Women.

Scope of Services

To support IW’s work on the redesign and the handover of the Knowledge Hub and the development and implementation of the IW EoP Communications plan and activities, IW is seeking to establish a panel of communications consultants with relevant expertise and experience to support the implementation of this work in FY22-23 (10 months).

We are looking for multiple experts, including (but not limited to) writers, editors, copywriters, graphic, UX/UI and data designers, and other communication professionals with experience relevant to the following areas of work:

  • Integrated marketing communications

  • Content development

  • Creative design

Panel members will be engaged for specific tasks as required, for example, writing and editing content for the website, designing creatives, developing knowledge products and communications collaterals, advising on media, event and communications strategy, and supporting other end-of-program communications requirements of the program.

Contract : Short-term Adviser; Tasking Note- (TN-) based. Duration 10 months (August 2022 to May 2023); service input will be determined by TN requirements.

Key Selection Criteria

For your application to be considered by the Panel, interested applicants must submit a response to each of the following Key Section Criteria (KSC):

KSC 1.

Relevant experience in designing and producing communication materials with qualified credentials in the areas identified in the Skills and Experience Table above.

KSC 2.

Sound understanding of and ability to work on topics/themes relevant to gender equality and women’s economic empowerment.

KSC 3.

Demonstrated strong creative, critical, and innovative thinking, with effective verbal, written and visual communication and collaboration skills.

KSC 4.

Proficient in technology, digital software, platforms, tools, and channels relevant to the areas identified in the Skills and Experience Table above.

KSC 5.

Exceptional portfolio of work highlighting skills in the areas identified in the Skills and Experience Table above, with high attention to detail and accuracy.
