About our Team

RELX PLC (RELX) has registered securities under the US Securities Exchange Act 1934 and is therefore required to comply with the Sarbanes-Oxley Act 2002 (SOX). In order to comply with SOX at RELX, responsibility for SOX implementation is delegated to the Business Areas (BAs) including Elsevier and Elsevier needs to have and maintain strong control environment, which is supported by Elsevier Controls team consisting of 8 people and covering both business and IT controls holistically.

About the Role

The role is to lead Elsevier SOX IT compliance programme enabling us to comply with SOX.

Responsibilities

  • Plan and carry out audits of SOX controls i.e. perform scoping, risk assessments, process walkthroughs, test design and operating effectiveness of IT General Controls (ITGCs).

  • Identify opportunities to simplify and standardise existing SOX controls.

  • Good knowledge of applying Risk frameworks and major auditing standards (COSO).

  • Provide expertise for the Group’s Oracle One Fusion project from a control perspective and conduct the necessary testing for readiness for 2025.

  • Review SOC1 reports from 3rd party vendors.

  • Coordinate/collaborate with both the external auditor and internal auditors to deliver SOX compliance effectively and efficiently.

  • Have very good project management skills and experience.

  • Create/develop training materials and conduct training sessions for IT control owners and operators to promote awareness and adherence to SOX requirements.

  • A hands-on leader and SOX Compliance subject matter expert who works with IT, Finance, and cross-functional process owners to help achieve ongoing design, reviewing, testing, improving, and remediating the IT systems controls for SOX.

  • A change agent, influencer, cross-functional leader and collaborator to drive and facilitate on-going SOX and compliance training programs for IT process and control owners.

  • Maintain and enhance SOX controls documentation so they reflect the current environment and would comply with SOX compliance.

  • Conduct risk-based internal audits to determine soundness, adequacy, and application of IT and controls including identifying control weaknesses, exceptions, and deficiencies in operations.

  • IT Lead in managing the SOX external audit, including direct interaction with independent auditors on internal control testing.

  • Actively participates in IT Projects Governance to help facilitate the meetings and reviews proposals timely.

  • Maintain a current knowledge base of audit industry practices and ensure best practices are always considered.

Requirements

  • Have excellent demonstrable audit/assessment experience including SOX.

  • Be educated to degree-level, BS Engineering/Computer Science or equivalent experience.

  • Have experience in a technology/cloud company environment.

  • Have a solid understanding of audit methodology, enterprise technology infrastructure, agile application development & maintenance, and IT architecture.

  • Have excellent communications skills to be able to interact with technical and non-technical colleagues.

  • Have effective written, oral communication skills, and interpersonal communication skills including experience working on multi-national teams.

  • Team player, with the ability to build and maintain excellent relationships across the organization and with external auditor.

  • Professional certification such as CISA, CIA, or similar is strongly preferred.

  • Must have recent SOX experience including successful remediation of compliance deficiencies with similar size companies.

  • Minimum 7+ years of relevant work experience (Big 4 public accounting and corporate SOX experience in a multi-national public company).

  • Strong understanding of the Sarbanes-Oxley Act, the 2013 COSO framework.

  • Strong planning, project management, and analytical skills.

  • Proficient in Microsoft Office suite applications.
