Vectrus Task Order Safety Manager in Iraq

Overview

The Task Order Safety Manager is responsible for the monitoring and management oversight of safety and health programs for all task order support activities for a large facility U.S. Government Operations and Maintenance program located in Iraq. The Task Order Safety Manager implements, executes, and ensures compliance with task order Safety, Health, and Environmental management plans. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Responsibilities

MAJOR JOB ACTIVITIES:

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Lead the Safety and Occupational Health service function and staff at all task order locations. Instill a culture and focus on Safety in all performance tasks and areas.

  • Understand and communicate performance and compliance requirements as defined in the task order Safety Plan.

  • Ensure that task order staff are educated in Safety practices, policies and procedures. Ensure that Safety relevant trainings and content are developed to meet task order requiremements and provided to new hire employees and are conducted on a recurring basis as required.

  • Ensure that Safety technical support is provided to all service areas to meet best practices and requirements for risk assessment, job hazard analysis, incident avoidance and investigation, inspections and audits, with a focus on continual improvement to ensure personnel safety and health.

  • Oversee and participate in incident, or, mishap investigations as required. Provide support for root cause analysis, corrective actions, preventative measures, and/or hazard control modification updates.

  • Ensure that Safety and Health audits and inspections are performed as scheduled and required. Note deficiencies and implement recommended process or procedure changes to improve Safety performance, mitigate risks, and proactively identify deficiencies.

  • Track and report Safety performance metrics and acceptable quality levels (AQLs).

  • Monitor trends to aid in identifying common or unanticipated risk areas.

  • Provide guidance and recommendations to mitigate and preempt Safety threats.

  • Assist and develop processes and procedures for Safety monitoring and surveillance.

  • Lead the Safety and Health department and staff to administer policies and procedures.

  • Ensure that staff are properly trained, knowledgeable, and certified to provide Safety support to task order personnel.

  • Contribute and participate in the quarterly Performance Management Review (PMR) to illustrate Safety performance.

  • Maintain record keeping and documentation of Safety and Health performance.

  • Prepare reports as required.

  • Perform additional duties and projects as assigned.

    MATERIAL AND EQUIPMENT DIRECTLY USED:

    Able to use desktop or laptop computers. Familiarity with MS Office programs – MS Project, Excel, Word, Powerpoint, Visio, etc... Experience with Outlook or similar email systems.

    WORKING ENVIRONMENT:

    Work is performed in a combination of both indoor and outdoor environments. This contract is performed in a contingency operations environment, in a harsh climate, and often hazardous situations. While performing the duties of this contract, may regularly be exposed to an extreme and austere desert environment. Temperatures can reach 120 – 130 degrees Fahrenheit/50 – 55 degrees Celsius during the summer months. Must be willing and able to perform job requirements in this environment, as well as deploying to Iraq for extended periods. Work schedules are typically six (6) days per week and ten (10) hours per day. May be performing physical activities including, but not limited to, heavy lifting and moving of items, climbing in and out of equipment, crawling, and working outdoors. Must be able to move quickly to cover during security alarms. This includes being able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and being capable of running during emergencies without putting oneself or others at risk. Must maintain physical and dental requirements for duration of deployment. Work could include assignments, or, visits to multiple sites – either temporarily, or, long term – in remote, or, austere locations.

    PHYSICAL ACTIVITIES:

    Work may require continuous sitting, walking, and standing.

Qualifications

Minimum Qualifications:

Education / Certifications:

Undergraduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

AND

Certified Safety Professional (CSP) from the Board of Certified Safety Professionals – current/unexpired. Or, Certified Safety Manager from the National Association of Safety Professionals – current/unexpired.

Completion of OSHA 30 hour training course -current/unexpired.

Certified Safety Professional (CSP) from the Board of Certified Safety Professionals – current/unexpired. Or, Certified Safety Manager from the National Association of Safety Professionals – current/unexpiredValid driver’s license from home of record.

Already possess a U.S. Government (USG) issued Secret security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required clearance level for the duration of the task order.

US Citizenship Required

Experience:

Eight (8) years experience in Environmental, Safety, and Health roles. Five (5) years of which were in a senior management role, or, managing a program’s ESH department, or, staff.

Skills:

  • Broad knowledge of Industrial Safety program concepts, principles, methodologies, best practices, and laws including but not limited to ISO 9001/14001 standards, OSHA requirements, and 29 CFR regulations. Knowledge, or, familiarity of SHEM program requirements.

  • Knowledge of hazardous materials management and regulations, including storage, transportation, and HAZMAT containment, or, spill response.

  • Ability to develop and implement Safety and Health training programs to incorporate both task order wide and site-specific requirements.

  • Strong organizational and problem solving skills in changing, or, ambiguous settings.

  • Strong interpersonal and communication skills along with negotiation and conflict resolution abilities.

  • Ability to interact with a wide range of employees, customers, and stakeholders.

  • Strong attention to detail, decision making, and analytical skills.

  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Excellent organizational and time management skills.

  • Expert communication skills to facilitate and disseminate information.

  • Intermediate computer skills, specifically Microsoft Word and Excel.

  • Ability to work effectively with multi-cultural workforce.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.

    Desired:

  • Familiarity with EM-385-1-1 manual, or, NEBOSH qualifications would be advantageous but not required.

  • Relevant overseas contract experience.

  • Intermediate knowledge of Microsoft Word, Excel, PowerPoint, Outlook, Project and Visio.

  • Previous work experience in harsh environmental conditions.

  • Experience working with Contractor.

  • Cross-cultural sensitivity with an international perspective.
