Vectrus Utilities Manager in Iraq

Overview

The Utilities Manager is responsible for oversight and management of power generation (spot and prime), fuel storage and distribution systems, water (ROWPU) and wastewater treatment systems for a large facility U.S. Government Operations and Maintenance program located in Iraq . The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Responsibilities

MAJOR JOB ACTIVITIES: Please list by order of priority and , if possible, provide the percentage of time spent on the activity all should equal 100%.

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Determine schedules, sequences and assignments for work activities, based on work priority, type of utility services and skill of personnel.

  • Monitor work locations in order to detect unsafe work conditions and implement process improvements.

  • Monitor employee work levels and review work performance in terms of quality, productivity and customer satisfaction; mentor employees; and train local nationals.

  • Participate in budget preparation and administration, coordinating purchasing and documentation, and monitoring departmental expenditures.

  • Interpret work orders and associated specifications, operating manuals/ procedures and technical publications in order to properly schedule work and provide advice to workers.

  • Conduct or arrange for worker training in utilities operational procedures; repair and maintenance techniques; and equipment use.

    MATERIAL & EQUIPMENT DIRECTLY USED:

    Windows Computer and associated software , cell phone, two-way radio, vehicle and other office equipment.

  • all equipment of types that require maintenance or certifications pursuant to the OBO Maintenance Standards and/or applicable code or manufacture requirements,

  • equipment which is operated through a sequence of operations, • electronic controllers, sensors, and network devices,

  • agency owned sensors, if applicable

    WORKING ENVIRONMENT:

    This contract is performed in a contingency operations environment, in a harsh climate, and often hazardous situations. While performing the duties of this contract, the employee will regularly be exposed to an extreme and austere desert environment. Temperatures can reach 120 – 130 degrees Fahrenheit/50 – 55 degrees Celsius during the summer months. Employees must be willing and able to perform job requirements in this environment, as well as deploying to Iraq for extended periods. Work schedules are typically six (6) days per week and ten (10) hours per day. Employees may be performing physical activities including, but not limited to, heavy lifting and moving of items, climbing in and out of equipment, crawling, and working outdoors. All employees must be able to move quickly to cover during security alarms. This includes being able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and being capable of running during emergencies without putting oneself or others at risk. All staff must maintain physical and dental requirements for duration of deployment.

Qualifications

MINIMUM QUALIFICATIONS: REQUIRED

Education /Certifications : Bachelor’s Degree in Electrical , Mechanical, or Civil Engineering, or at least ten years of direct experience in utilities management in lieu of formal education.

Licenses and Certifications :

  • Valid driver’s license from home of record.

  • Valid US State approved certification for water and wastewater treatment . The certifications will be in accordance with the applicable state classification categories, designated levels, education requirements, and all other applicable s tate specific guidelines.

    Security Vetting : Already possess a U.S. Government (USG) issued Secret security clearance or be able obtain a favorable USG Secret clearance prior to being hired is required for the position. Must maintain eligibility at the required clearance level for the duration of the task order.

    Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health and security measures.

    Citizenship : U.S. citizenship is required .

    Experience :

    Minimum Acceptable Experience Level:

  • Five (5) years of experience managing spot (stand-alone) generators and/or prime power generation systems .

  • Three (3) to five (5) years of experience managing more than one functional area in similar environments.

  • Experience in developing and managing fleet management/maintenance programs and systems including service scheduling, as well as developing and maintaining bench stock/authorized stock levels for O&M parts.

    Skills :

    Knowledge, Skills and Abilities:

  • Experience working on comparable overseas USG contracts in austere, remote environments such as Polar Services, LOGCAP, AFCAP or USG FMS programs.

  • Working knowledge of Fleet Management software, such as Fleet Mate, as well as Enterprise Asset Management (EAM) software, such as Maximo.

  • Experience with Reliability Centered Maintenance (RCM).

  • Experience operating and maintaining bulk and retail fuel storage and distribution systems.

  • Ability to write manuals and SOPs . Ability to train others in relevant fields.

  • Knowledge of water production (ROWPU) and distribution systems, as well as wastewater treatment plant maintenance.

  • Skilled in preparing, developing, analyzing and interpreting budgets.

  • Ability to define problems, collect and analyze data, establish facts, and propose solutions.

  • Ability to exercise sound judgment and make decisions independently.

  • Ability to read, analyze and interpret policies, procedures and technical documentation.

  • Experience training local nationals in operations and maintenance of similar equipment.

  • Knowledge of principles involved in strategic planning, resource allocation, human resources, leadership, service delivery methods and coordination of people and resources.

  • Knowledge of principles and processes for providing excellent customer services . This includes customer needs a ssessment, meeting quality standards for services and evaluation of customer satisfaction.

  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Cross-cultural sensitivity with an international perspective.

  • Excellent organizational and time management skills.

  • Expert communication skills to facilitate and disseminate information.

    SUPERVISORY/ BUDGET RESPONSIBILITIES:

    This position in on-call twenty-four hours a day and seven days per week.
