Western Area Power Administration Construction Control Representative in United States
Summary This position is part of the WAPA-RMR-Rocky Mountain Region. As a Construction Control Representative, you will provide qualifying work experience to the full performance level (FPL) of GS-0809-11 including: monitor, inspect and control construction of power system facilities including major substations, transmission lines, and buildings within the Region. This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified. Responsibilities As a Construction Control Representative, some of your duties will include: Observes and investigates construction activities by the contractor at all stages to identify problems and take timely corrective action in coordination with the Contracting Officer Representative (COR). Keeps the Construction Office Manager informed of contract status. Makes recommendations to supervisor concerning the release and payment of funds to the contractor based upon satisfactory completion of work. Reviews Job Hazard Analyses (JHA) and attends tailgate safety meetings for knowledge of daily work activities. May be assigned technical oversight of other inspectors. This position is developmental and selection(s) may be made at the GS-09, GS-10, or GS-11. Requirements Conditions of Employment Must be a U.S. Citizen or National. Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. AND In addition to meeting the Individual Occupational Requirements above, you must meet the specialized experience below: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-9: Applicants must have one year (52 weeks) of specialized experience at the GS-8 grade level or equivalent pay band. This experience includes: Inspecting construction of substations, transmission lines, and other facilities to ensure conformance with contract provisions; OR Understanding switching procedures, safe working conditions, procedures for grounding high voltage equipment and emergency procedures; OR Preparing and maintaining records and reports on contractor progress. OR SUBSTITION OF EDUCATION: Two (2) full years of graduate education or a Master's degree, if related. OR COMBINATION OF EDUCATION AND EQUIPMENT: Combination of education and experience to successfully perform the duties of the position. To qualify at the GS-10: Applicants must have one year (52 weeks) of specialized experience at the GS-9 grade level or equivalent pay band. This experience includes: Interpreting contract specifications and reviewing construction plans, and determining contract requirements; OR Inspecting construction of substations, transmission lines, and other facilities to ensure conformance with contract provisions; OR Preparing and maintaining records and reports on contractor progress; OR Understanding switching procedures, safe working conditions, procedures for grounding high voltage equipment and emergency procedures. To qualify at the GS-11: Applicants must have one year (52 weeks) of specialized experience at the GS-10 grade level or equivalent pay band. This experience includes: Interpreting contract specifications and reviewing construction plans, and determining contract requirements; OR Inspecting construction of substations, transmission lines, and other facilities to ensure conformance with contract provisions; OR Understanding switching procedures, safe working conditions, procedures for grounding high voltage equipment and emergency procedures; OR Recommending changes in design, specifications, and schedules to accommodate conditions at the construction site. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. WORK ENVIRONMENT: The work involves considerable strenuous field assignments such as climbing steel and wood pole structures to inspect conductor sagging, structure erection details, and hardware installation. Considerable bending and heavy lifting may be involved. Incumbent may be standing or walking for long periods over rough terrain during adverse weather. Stress is sometimes present when large numbers of varied activities must be performed, sometimes over several miles of construction activity. Extensive overnight travel is required and incumbent must operate a Government vehicle and have a current and valid motor vehicle operator's license. Incumbent is required to annually participate in Western's Federal Employee Occupational Medical Program and shall be medically qualified to perform these duties.
