Federal Deposit Insurance Corporation Data Scientist, CG-1560-15 in United States

Summary This position is located in the Division of Complex Institution Supervision and Resolution (CISR), Systemic Risk Branch, Data Analytics Section, in either the Washington, DC Headquarters Office or the New York, NY Regional Office of the Federal Deposit Insurance Corporation, and is responsible for conducting quantitative and qualitative analysis, employing data management best practices, and making recommendations to support CISR’s policy, supervisory, and resolution management objectives. Responsibilities Leads the development of auditable, flexible, repeatable, and scalable extract transform and load (ETL) or extract load transform (ELT) capabilities on structured and unstructured data sources in a variety of formats. Develops and maintains expertise in the use of a variety of statistical programming languages and software (such as R, Python, SAS, and SQL) and distributed computing software and databases (such as Apache Spark, DataBricks, PySpark, Greenplum, etc.). Utilizes software development lifecycle (SDLC) methodologies and tools to build efficient and repeatable artificial intelligence/machine learning (AI/ML) analytical tools and data pipelines. Utilizes software and/or programming languages to automate complex and intersecting data orchestration workflows. Leads the development of utilities or scripts to programmatically deploy and update data visualizations, data sources, and other analytic tools. Consults with stakeholders and provides advice in identifying appropriate data, methodological approaches, and data visualizations to solve complex problems, answer ad-hoc queries, and support data-driven decision makers. Manages multiple complex data analysis projects, using approaches common to the field of data science including AI/ML techniques, data visualizations, and other analysis supporting policy, supervision, and resolution planning related to large complex financial institutions (LCFIs) including banks, bank holding companies (BHCs) and other systemically important non-bank institutions with national or international operations. Represents divisional and organizational interests in agency-wide or interagency forums covering data science, analytics, and other data related topics such as the AI/ML Center of Excellence or Community of Practice, Enterprise Data Council, etc. Clearly and concisely communicates advice, statistical results and analysis, and AI/ML concepts orally and in writing to both technical and non-technical audiences. Presents results to internal and external groups including technical audiences and senior management. Requirements Conditions of Employment U.S. Citizenship is required. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. - OR - 2. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the Basic Requirements above, applicants may qualify based on specialized experience: CG-15: Applicants must have completed at least one year of specialized experience equivalent to at least the grade 14 level or above in the Federal service. Specialized experience is defined as experience 1) conducting data analytics or financial analysis using machine learning algorithms; 2) developing data visualizations or dashboards to communicate analytical results using technologies such as Tableau or Microsoft Power BI; and 3) developing, deploying and maintaining data pipelines in a cloud computing environment using Python, SQL, or Microsoft Azure technologies such as Azure Databricks. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 33.41% to a high of 40.07%.
