AvantGarde, LLC Federal HR Policy Specialist in United States

Full-time 100% remote opportunity for a Specialist with federal HR policy experience to guide reshaping our Department of Education client's GS, AD, SES and Excepted Service policies and procedures on hiring, recruitment, classification, pay compensation, workforce strategies, and data analytics. The Specialist will work with FSA Human Capital Group leaders on policies, standard operating procedures and collateral materials to support human capital policy and accountability objectives.

The WORK

  • Deliver technical expertise in the administrative and operational aspects of the program areas of position management, classification, compensation, benefits, personnel processing, hiring, recruitment, selection, placement and delegating examining.

  • Advise and counsel management officials and stakeholders on administrative management matters related to organizational and human resource management policies, procedures, and reporting requirements important to successfully implement the organization’s human capital mission.

  • Contribute to the the design, development, implementation, program management, and evaluation of human capital solutions.

  • Inform, advise, interpret, and guide program managers, staff, and prospective employees on changes in Human Resource related regulations and procedural matters; attend meetings and review relevant issuances and policy updates in order to maintain a current, extensive level of knowledge on federal government laws, reporting requirements and new developments in the HR policy field.

  • Edit, draft, review, and assess existing and proposed FSA policies and HR guidance documents; provide verbal and/or written evaluations of the effect of proposed and existing legislation, regulation, and HR policies on the FSA workforce; and evaluate the general effect of existing HR policies, programs, and initiatives on HR operations.

  • Write, review, update and make recommendations on standard operating procedures (SOPs) and technical guidance.

  • Create, develop, edit, and update collateral materials (e.g. briefings, checklists, templates, desk guides, took kits, etc.).

  • Track policy and SOP development, providing status updates of those in development, under review or requiring revision or modification.

  • Oversee, track, and coordinate the fulfillment of audit requests and draft, develop, edit, and update responses to audit recommendations/findings.

The REQUIREMENTS

  • Bachelor’s degree and 5+ years of relevant human capital experience assisting in policy and procedural development and analysis.

  • Demonstrated ability to evaluate and recommend changes to align organizational structures and processes in relation to designed organizational strategies and mission requirements.

  • Experience developing standard operating procedures and collateral materials.

  • Experience recommending communication strategies and methods, mission/function statements, and new positions in line with the recommended structure.

  • Exceptional organizational skills with specific attention to detail.

  • Excellent, demonstrated customer service skills.

  • Flexibility with the approach to delivering work, managing multiple and changing priorities.

  • Must be able to work full-time weekdays between the core business hours of 8:00 a.m. – 6:00 p.m.

  • Ability to obtain Public Trust clearance.

  • Must operate a PC in a primarily sedentary position.
