Summary The Health Science Officer serves as the Associate Director of Data Science within the Precision Health Service under the Million Veteran Program of the Palo Alto VA Medical Center's Office of Research and Development. This position works closely with data scientists and others to maintain and control the data architecture, oversee security around data access, and service a convolute that focusses on sharing data information between Stanford University, a cloud-based support entity, and the VA. Responsibilities This is a non-bargaining unit position. NOTE: This is a TERM appointment (not-to-exceed 9/30/2026). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. This position can be stressful at times as it involves working independently in making decision for the Center and the program. The incumbent may be required to travel to various meetings, conferences, and VA Central Office on little notice. Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position Major Duties: Identifies, justifies, and implements actions to improve data science operational efficiency, such as identifying needed equipment, personnel, or changes in procedures. Oversees the analysis, conduct, and assessment of activities to ensure compliance with applicable regulation, consistent and accurate documentation and reporting, and identifies deficiencies or opportunities for improvement. Oversees the architecture science team that will be responsible for maintaining the software application platform that processes the large sequencing genomic data. Monitors the security requirements to ensure that unauthorized access to the research data does not occur. Supervises the data science team that consists of scientific and data personnel. Takes a modern approach with respect to security towards servicing a complex data sharing methodology platform between Stanford University, a cloud-based support entity, and the VA. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. AND You must also meet the Individual Occupational Requirement for this position as described below: Individual Occupational Requirements for Health Science Series - 0601: you must have successfully completed a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this position, you MUST submit an official or unofficial transcript(s) showing completion of a bachelor's or graduate/higher level degree. AND You must also meet the minimum qualification requirements based on your education, experience, or a combination as described below: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade, GS-13, in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience leading and organizing a team with an emphasis on big data discoveries; assisting with managing the operational functions of a healthcare research program including workforce, big data, genomic processing, and strategic planning; interpreting the results of analytical studies; evaluating genomic concepts; and ensuring compliance within the healthcare research program regarding human subjects protection. AND Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job.
