Administrative Office of the U.S. Courts Information Technology Program Manager in United States

Summary This position is located in the Department of Technology Services (DTS), Enterprise Operations Center (EOC). Responsibilities The IT Program Manager (ITPM) is responsible providing holistic program management for the EOC's IT Modernization initiatives, ensuring resources are synchronized in concert with legacy projects, maintaining (and deconflicting any issues) the integrated master schedule of all projects impacting operations, providing assistance to project managers, and advising leadership on risk. The ITPM is responsible for gathering all the information required to successfully manage organizational projects, focused on the integration of information for monitoring the operational processes, identifying opportunities to increase the efficiency and productivity of the workforce, as well as evaluating the optimal performance of live network systems and applications to support the daily business functions. The ITPM will develop and implement common reporting platforms and business intelligence dashboards, as well as coordinate with multiple departments to assure the success of operational services. The ITPM will ensure basic enterprise architecture artifacts are created and maintained to transition new technologies into the live environment and support operational processes to inform leadership on the impact to the courts of planned changes, maintenance windows, and service degradations and outages. Lastly, the ITPM will collaborate with key stakeholders to establish lifecycle management plans to assure the supportability of operational technologies. Duties of the position include, but are not limited to: Applying knowledge of data, information, processes, organizational interactions, skills, and analytical expertise, as well as systems, networks, and information exchange capabilities to manage acquisition programs. Executing duties governing hardware, software, and information system acquisition programs and other program management policies. Providing direct support for acquisitions that use IT applying IT-related laws and policies and provides IT-related guidance throughout the total acquisition life cycle. (Program/Project Management and Acquisition) Developing and maintaining business, systems, and information, processes to support enterprise mission needs; developing IT rules and requirements that describe baseline and target architectures. Developing system concepts and works on the capabilities phases of the systems development life cycle; translates technology and environmental conditions (e.g., law and regulation) into system and security operations and processes. (Enterprise Architecture) Manages and administers processes and tools that enable the organization to identify, document, and access intellectual capital and information content. (Knowledge Management) Supports executive decision-making authorities and executes vision and direction for operational services. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated hands-on experience in ALL of the following: Managing IT projects; and Maintaining networks, or supporting business applications.
