Federal Acquisition Service Lead Project Manager in United States

Summary As a Lead Project Manager, you will lead a team of GS-13 employees under a designated Client Sector. Location of position: Assisted Acquisition Services, Acquisition and Procurement Center of Excellence, Location negotiable (See Major Duties section) This office is a full spectrum, cradle-to-grave acquisition, project and financial management service provider. We are currently filling two vacancies, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis. The position is in GSA, Office of Assisted Acquisition Services (AAS), Acquisition and Procurement Center of Excellence (APEX). The Location of this position will be determined upon selection in one of the following States: Colorado, Florida, Massachusetts, Illinois, Wyoming, California, Delaware, Utah, Maryland, Montana, New Hampshire, Wisconsin, New York, Ohio, Pennsylvania (Candidate is required to reside or move to one of the states listed). Major Duties include, but are not limited to the following: Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with the established workflow, skill level and/or occupational specialization. Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Serving as the Contracting Officer’s Representative (COR) or works in coordination with the customer agency’s Contracting Officer Representative (COR) to monitor and manage contractor performance and advise the Contracting Officer of performance-related issues. Provide technical and acquisition support for complex acquisitions, including but not limited to Information Technology (IT) services, Professional Services (PS), digital services, operations and maintenance, and managed services/supplies. Identifies, strategizes, schedules, and tracks accomplishment of all activities required to ensure that projects satisfy client’s mission needs, that all activities conform to the contract requirements, and that all products and services are of high quality and delivered to clients within budget. Identifies and communicates with key stakeholders to include internal team members, external partners, regulatory bodies, and other entities with a vested interest in the project's outcomes. Develops, monitors, and manages project budgets and contractual spend, ensuring careful planning and allocation of financial resources. Oversees the management of customer funding. Coordinates receipt of customer funds, monitors and tracks expenditure, accepts/rejects invoices, and is responsible for funds status reporting in support of management and customer requests. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information. Proactively briefs APEX leadership on high-visibility projects under his/her area of responsibility. Position security requirements are dependent on the position for which selected, and may be designated as Sensitive Compartmented Information/Top Secret, High Risk, Moderate Risk, or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. Undergo and pass a background investigation Tier 4 investigation level; or Tier 5 investigation level, you must be granted this clearance before you can start the job. Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as demonstrated expertise in project management that includes responsibility for overseeing highly complex and high dollar value Information Technology (IT) and Professional Services projects, serving as a subject matter expert and lead technical authority, and leading other technical project managers in the conduct of routine project activities. Such experience must include: complex project lifecycle technical support, translating technical requirements into contractual language, leading teams in determining the technical feasibility of project solutions for acquisition strategy, developing project methodologies to meet project objectives, delegating tasks among a team, contractor performance monitoring, and developing standard operating procedures.
