Public Buildings Service Management Analyst in United States
Summary As Management Analyst, you will serve as an Acquisition Certification and Compliance Program Manager responsible for analyzing and evaluating administrative functions, developing and implementing regional training activities, and managing acquisition certification and related activities for Public Building Services (PBS), Northeast and Caribbean Region 2. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Serve as an expert Analyst/Advisor and facilitate work to analyze and evaluate major Public Buildings Service “PBS”, Region 2 activities to ensure the accomplishment of all acquisition, warrant certification and related program requirements. Implement processes to evaluate major administrative programs and functions vital to the success of GSA’s, PBS’s acquisitions, contracts and procurement workforce. Serve as the internal Regional PBS Training Coordinator, manage the regional training activities for PBS including the development and implementation of region-wide training, and serve as the Region 2 representative on the national PBS Training Council. Consult and collaborate with the Office of Human Resources Management, Training Division when establishing and/or coordinating training through the GSA Online University. Provide expert analysis and evaluation, taking into consideration complex internal GSA, PBS mandates, programmatic, and/or management issues and problems. Design and conduct time sensitive systems to monitor and track broad administrative functions. In collaboration with the Office of Human Resources Management (OHRM), provide consultation and expert advice to management on various workforce development issues consistent with guidance and policies, and is responsible for ensuring compliance with Federal and agency-level human capital and related agency programs and initiatives. SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience creating, managing, and evaluating learning and development programs established to meet the organization’s mission including learning and development programs for an acquisition workforce. Experience must include directing and coordinating training initiatives, projects, and programs; and conducting analysis to assess the learning needs of the organization in order to identify problems and solutions for closing learning gaps.
