Summary This position is located in the Load Forecasting and Analysis (KSL) organization of Customer Support Services (KS), Chief Operating Officer (K), Bonneville Power Administration (BPA). The purpose of this position is to serve as a Mathematical Statistician (Short Term Forecaster) performing scientific work that involves designing, developing, and adapting mathematical/statistical methods and techniques to processes in carrying out short-term load analysis and forecasting activities. Responsibilities As a Mathematical Statistician, you will: Perform the scientific work of applying and adapting mathematical methods and techniques in statistical processes to carry out short-term load forecasting analysis. Assist in the development of load forecasting methods and models for Short-Term for operating level loads through the application of complex mathematical/statistical methods. Identify economic, social, and operational factors affecting energy supply and demand and then assist in building mathematical computer models representing those factors, the variables that affect them, and their relationship to one another. Support model evaluation and performance. Contribute to mathematical and statistical investigations into and analyses of comparisons between forecasting models and actual load demands. Support timely and high quality subject matter expertise on load changes and support in business operations, marketing meetings, and demand side management meetings. Provide subject matter expertise to external entities in support of energy imbalance markets. Evaluate research, interpret economic and environmental conditions, and test and adjust mathematical models to ensure a close correlation with reality and to ensure that operational changes are based on reliable data. Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. However, as Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine, the selectee(s) for this position will be required to submit information about his/her vaccination status. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service. Requirements Conditions of Employment Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. May be required to successfully complete a probationary period. This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period. Works a non-typical shift starting at 6:30 am. Identified by HCM as an essential position. In the event of an emergency they would be called up immediately as a part of the Security and Continuity of Operations plans for on-going daily operations of the federal system. This position has a duty station in either Portland, OR. or Spokane, WA. Qualifications BASIC REQUIREMENT: A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. or B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as: Experience applying analytical, mathematical and statistical theories, principles and practices to 1) analyze data using probability statistics and trend analysis; AND 2) translate data into mathematical models, forecasting and simulations. You may substitute education for specialized experience as follows: Three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
