Federal Highway Administration Program Manager in United States

Summary You will serve as a Program Manager in the Planning, Programming, and Environmental Branch as the primary or secondary point of contact for the administration and management of one or more of FLHD’s Federal Lands Highway (FLH) programs, in close coordination with our Federal Land Management Agency (FLMA), State, and Local partners. FLHD is responsible for the project delivery and administration of multiple FLH Programs and other projects for its FLMA partners in a multiple-state area. Responsibilities As a Program Manager, you will: Serve as the primary point of contact and authority on one or more programs, such as the Federal Lands Transportation Program, the Federal Lands Access Program, the Defense Access Program, Emergency Relief for Federally Owned Roads Program, and/or other programs. This includes establishing and maintaining a multi-year program of projects, coordinating funding allocations and fiscal transactions, monitoring the expenditure and obligation of funds, and developing and monitoring agreements. Work with partner agencies to understand, define, and fund projects. Coordinate activities with other professionals having a vested interest in assuring an integrated and cooperative effort. Cooperate with other Federal, state, and FHWA offices in the preparation of both short and long-range plans. Initiate program documents, project agreements, cooperative agreements, and other arrangements with partner agencies as applicable to define agency and fiscal responsibilities. Prepare status reports to help communicate the program to partners and others as needed. Apply technical expertise in highway projects and project development procedures is required to facilitate the development of the program of projects in cooperation with the State, FHWA offices, and other agencies. Facilitate the development of the program of projects in cooperation with States and other agencies. The ideal candidate for this position will be results oriented, have the ability to influence and lead high level multi-agency teams, be an effective communicator and effective in building successful relationships. The candidate will have experience in program/project management and have knowledge or experience in developing a multi-year program of projects related to transportation. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. WORKING CONDITIONS: Some site visits will require wearing appropriate PPE when exposed to rough terrain, highway traffic, construction, and/or equipment. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. For the GS-11: You qualify for this grade level if you meet one of the following experience and/or education requirements. On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience with highway program administration or project delivery; AND Experience with the fiscal management of a program or projects for delivery of transportation design and construction services; AND Experience with the development of Plans, Specifications and Estimates (PS&E) packages for transportation projects. Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience managing the funding and development of transportation improvement projects including tracking and monitoring the funding; AND Experience analyzing, providing input and answering questions related to managing the project scope, schedule and budget in accordance to applicable laws, policies, and regulations; AND Experience establishing and maintaining internal and external working relationships with partners and project stakeholders. You cannot qualify on education at grades GS-12 and above, you must meet the specialized experience for each grade, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Transportation Programming Procedures – Working (intermediate) level knowledge of Transportation Programming Procedures Ability to establish and administer a multi-year program of projects, coordinating funding allocations and fiscal transactions, monitoring the expenditure and obligation of funds, and developing and monitoring agreements. Transportation Project Development – Working (intermediate) level knowledge of transportation projects and project development procedures to facilitate discussions in the development of the program of projects in cooperation with the State, FHWA offices, and other agencies. Communications and Relationship Building - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; Writes in a clear, concise, organized, and convincing manner for the intended audience; has effective interpersonal skills; works successfully as a team member or leading a team. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Students enrolled in a qualifying degree program can apply to the GS-11 if the anticipated graduation date is within six months of closing date of the announcement.
