Job Summary

Performs complex professional and technical duties in support of business activities and/or grant management. Work involves preparing and maintaining budgetary, accounting, financial and statistical records; reviewing and analyzing financial transactions and identifying technical issues that need to be addressed; and aids the Division managers and/or the public regarding financial and accounting activities pertaining to Division programs, services, or grant related activities. This position requires close working relationships with key Division or program staff and may act as a liaison among Procurement, Clerk's Finance and other operating Divisions as necessary to achieve desired results.

Essential Functions

  • Performs a variety of professional accounting duties pertaining to divisional operations and activities, and/or grants; prepares or assists with the preparation, maintenance and administration of budgets; manages approved budgets; monitors expenditures; analyzes budgets; prepares reports of analyses and findings; and prepares budget amendments and journal entries as necessary.

  • Conducts financial reviews and analysis and prepares related reports of findings and recommendations; ability to understand and prepare a GAAP/GASB set of financial statements (balance sheet, income statement and cash flow statement); and prepares a variety of financial and accounting reports including revenue, and expenditure reports.

  • Prepares, reviews and compiles grant fund requests; administers and prepares necessary paperwork for awarded grants; creates grant reports in accordance with single audit compliance, gathers supporting documentation, allocates expenses, assesses audit risk, performs budget and expense analysis, ensure periodic invoicing/draw requests, ensure timely and accurate financial reporting, review and reconcile general ledger transactions and provide oversight of procurement.

  • Monitors subrecipients expenditures and ensures grant funds are maximized.

  • Interprets and implements new or revised accounting pronouncements, Florida Statues, Rules of the Florida Auditor General, OMB Circular 133 and any other applicable grantor agency, federal or state regulations; prepares the schedule of expenditures for the single audit report in coordination with the Clerk’s Finance.

  • Ensures timely submission and accuracy of required grantor reports; prepares required financial reports in the accounting method required by the grantor agency reconciled to the general ledger.

  • Works with Procurement to ensure procurements are compliant with grantor requirements including clause language; attends pre-construction conference to review state and federal regulations; and implements and monitors post contract award procedures for vendor compliance with equal employment opportunity (EEO) contract requirements.

  • Serves as consultant/advisor to Division Director and managers regarding budgeting, accounting and financial operations, policies and procedures; advises Division staff on record keeping and accounting problems; and responds to requests for information and/or assistance.

  • Conducts internal reviews and audits within the Division to ensure all grant compliance, accounting, financial and budgeting activities comply with grants, approved budget, and County financial and administrative policies and procedures.

  • Completes risk assessment of subrecipients in accordance with 2 CFR 200.

  • Conducts financial review of subrecipients during interim and/or closeout monitoring and reviews all financial statements and annual audits/single audit.

Minimum Qualifications

  • Bachelor’s degree in accounting or a related field required.

  • Two (2) years of related experience.

  • Candidates without a related degree should possess an additional four (4) years of related experience.

  • Demonstrated experience in local government financial operations and familiar with FEMA and State Emergency Management grant programs.

  • Fingerprinting Required.

  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
