Description and Functions

GENERAL DESCRIPTION:

The Wyoming Game and Fish Department seeks a Deputy Chief in the Wildlife Division. This position works independently and as a team with the Wildlife Division Chief, Deputy Wildlife Division Chiefs, and other employees to manage Wyoming's terrestrial wildlife resources. Responsibilities include but are not limited to, oversight of multiple statewide programs, work units, and Wildlife Division regions as assigned by the Chief.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Directs and provides oversight for Wildlife Division work activities as assigned by the Wildlife Division Chief.

  • Assists Wildlife Division Chief with personnel functions such as interviewing applicants, new employee orientation, recognition, discipline, JCQ review and development, performance appraisal, and making recommendations for promotion, dismissal, demotion, and transfer of employees, as assigned.

  • Provides leadership, oversees, manages, directs, and evaluates all work activities, programs, and employees within the Wildlife Division. Provides direct supervision to up to 4 regional wildlife supervisors, multiple statewide Wildlife Division work unit supervisors, and several administrative support positions. Provides leadership and indirect supervision to other Wildlife Division supervisors and employees.

  • Develops, reviews, monitors, and approves Daily Activity Reports (DARs) and work schedules to ensure Department and Wildlife Division work is completed.

  • Conducts performance appraisals, provides training, and directs work activities to accomplish Department and Wildlife Division goals, and strategic plan objectives, and to ensure compliance with federal and state laws, regulations, policies, and procedures.

  • Directs, instructs, and counsels subordinate personnel who are supervisors or section managers. Resolves problems and questions presented by subordinate staff.

  • Helps the Wildlife Division Chief and Wildlife Deputy Chiefs, provides direction, review, and oversight of Wildlife Division budget development and approval ensuring budgetary needs for Wildlife Division programs are addressed. With other Deputy Chiefs and the Deputy Director of Internal Operations, serves on the Department's Internal Budget Team to develop the annual Department budget.

  • Develops, reviews, and makes recommendations on strategic and other plan objectives and goals at a Department and Wildlife Division level.

  • Investigate and respond to public complaints regarding employee conduct.

  • Serves as a staff liaison to a Regional Leadership Team.

  • Researches complex problems and issues and makes recommendations to solve them.

  • Gathers data, compiles and evaluates information, and conducts special studies.

  • Confers with staff and representatives of other divisions, sections, or work units to clarify information and resolve common problems.

  • Writes policy and operating procedures for the Wildlife Division.

  • Assists the Wildlife Division Chief in planning for the best use of resources and personnel to accomplish Department objectives.

  • Assists the Wildlife Division Chief in directing, reviewing, and making decisions on reports prepared by subordinate supervisors and specialists in wildlife management, research, environmental protection, and conservation law enforcement.

  • Assists with the review and monitoring of proposed legislation. May prepare and provide testimony on proposed legislation during the interim and legislative session.

  • Participates in and leads internal and external committees and task forces in developing plans, policies, procedures, protocols, and guidelines.

  • Provide information to the Wyoming Game and Fish Commission. Assists in the development of draft Commission Regulations and ensures compliance with the Wyoming Administrative Procedures Act.

  • Communicates and coordinates with state and federal agencies, departments, and non-governmental organizations (NGOs) including the public on Department programs and issues in ways that call for considerable discretion, authority, and judgment.

  • Provide technical information to governmental agencies, NGOs, and the public so they can make informed decisions on issues affecting the Department and terrestrial wildlife program.

Qualifications

PREFERENCES:

Preference may be given to those with a bachelor's degree in wildlife management, range management, biology, zoology, or closely related field plus six years of professional work experience in business or public administration, including two years with supervisory or management responsibility.

**Must have a valid driver's license.

KNOWLEDGE:

  • Knowledge of principles, concepts, and current practices in wildlife conservation, government, and personnel management.

  • Ability to arrive at and implement appropriate strategies and actions to accomplish Department goals and legislative mandates under complex public and political pressures.

  • Skills in organization, planning, and management of a staff of field employees and supervisory personnel.

  • Skills in oral and written communication, work management, and leadership.

  • Apply knowledge in policy-making, decision-making, and directing work activities.

  • Skill in public speaking.

  • Knowledge of budget development and control, personnel management, administrative processes, and the guiding principles and concepts underlying these processes.

  • Knowledge of concepts, principles, and practices of wildlife management at an advanced level.

  • Must be able to work all days of the week and varied work hours, including weekends and early mornings, evenings/late nights. Must be able to accompany field employees and front-line supervisors in non-office settings.

  • Ability to work without direct supervision and to work alone or as a team.

  • Knowledge of Wyoming State Statutes Title 23 and Title 41 Chapter 13, other Wyoming State Statutes, and Wyoming Game and Fish Commission Regulations.

  • Ability to safely and appropriately handle live wildlife in sensitive and hazardous conditions.

  • Working knowledge of computer software and hardware.

  • Advanced knowledge of wildlife/human conflicts and Wyoming’s wildlife damages program.

  • Extensive in-state and out-of-state travel required.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Wildlife Management)

Experience:

4-6 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game and Fish Manager II

OR

Education & Experience Substitution:

6-8 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game and Fish Manager II

  • This position takes place in an average work environment.

  • Current Wyoming peace officer certification is not required but can be maintained if selected for this position.
