Summary About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees. Responsibilities Serve as the Chief, Project Management Section. Leads, directs, and oversees project management to execute the District's civil works construction general (CG), operation and maintenance (O and M), and large capitalization (LCAP) hydropower projects. Oversees projects that are highly visible and complex, with technical issues, political interests, public impact and environmental sensitivity. Directs project managers in the preparation of Project Management Plans (PMPs). Participates in the development of District CG, O and M, and LCAP budgets. Converts workload into organizational units and positions. Serves on boards and committees related to project management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing the initiation, planning, execution, and closeout of projects related to an engineering or construction effort, such as government facility renovations, civil works construction, or hydropower generating unit rehabilitation, using project management business processes and tools, such as using risk analysis and scheduling softwares, establishing work break down structures, developing budgets, and creating management plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Leadership Project Management Reading Comprehension Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
