Summary About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army. Responsibilities Serves as the Management Analyst with the responsibility for all aspects of Manpower and Strategic Workforce Planning in support of the Program Executive Office. Develops and maintains Table and Distribution and Allowances (TDA) and manning table documents. Serves as the subject matter expert and coordinator of all manpower related data and supports its synchronization with PEO’s Strategic Workforce Planning Initiatives. Keeps abreast of research and advances in management theories, concepts, systems, and techniques. Creates, maintains, audits and publishes a variety of human capital management reports. Responsible for data integrity and integration between PEO personnel database, TDA, integrated forecast, organizational health metrics, and ASA(ALT) modeling efforts. Works with ASC and HRC to monitor and track the Military Acquisition Position List (MAPL) and Central Select Board positions (CSL). Develops and updates a variety of human capital policies and procedures, and conducts local surveys and studies as needed within the PEO. SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience at the NH-02 level in the Federal service performing duties such as: (1) recommending the distribution of manpower authorizations/allocations based upon budget guidance and the program objectives; (2) maintaining Table and Distribution and Allowances (TDA); (3) reviewing directives, planning documents, and program and policy statements from higher headquarters; (4) developing a comprehensive database of personnel/position information to assist with making organizational decisions; (5) utilizing various applications (i.e., PowerBI, Excel, Power Point, etc.) to professionally develop reports, statistical data and findings into concise, summary level management reports. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
